Submitted to Attorney General
When initiative proponents have prepared the text of a ballot initiative they hope to qualify for the ballot, they must submit this text to the "Initiative Coordinator" at the Office of the Attorney General of California with an accompanying letter requesting that the attorney general's office prepare a ballot title and summary of the proposal.
Once the attorney general's office has prepared that title and summary, the office sends a copy of it to the initiative's sponsor and to the California secretary of state's office. Each initiative is given a "summary date." This date is determined by the attorney general's office and is the date that the office provides the summary to the sponsor. Each initiative then has a circulation deadline that is 180 days after its summary date, while proposed veto referendums have a circulation deadline that is 90 days after the legislation targeted by the referendum was signed by the Governor of California.

Cleared for circulation
Once the Office of the Attorney General of California has prepared a ballot title and a summary of a proposed initiative, the initiative is considered to be "cleared for circulation". Its supporters then have 180 days from the date that the title and summary were prepared to collect and submit to election officials the required signatures.

- From 1996 to 2016, the number of measures on even-year statewide ballots ranged from eight to 28.
- Between 1996 and 2016, an average of 18 measures appeared on the ballot in California during even-numbered election years.
- Between 1996 and 2016, about 59 percent (116 of 198) of the total number of measures that appeared on statewide ballots during even-numbered years were approved, and about 41 percent (82 of 198) were defeated.

The Golden State—that is how Americans have long thought of California: as a distant and dreamy land initially, then as a shaper of culture and as a promised land for millions of Americans and immigrants for many decades. America’s largest state in terms of population remains in many ways a great success story. But in some ways, it has failed to fulfill its promise. It is the birthplace of much of the world’s most advanced technology, yet it has plenty of Third World neighborhoods. It is home to some of the world’s most creative people and industries, but for five years it posted one of the nation’s highest unemployment rates. Among the states, it has attracted the largest number of immigrants from Mexico, Latin America, and Asia, but it also has seen the largest exodus of citizens to other states.
In the middle of the 20th century, California was the promised land for an American middle class that supported the New Deal and liked Ike, that embraced and personified all-American values in 1940s movies and 1950s television.
