Wyoming currently allows citizen initiatives in the form of initiated state statutes and veto referendums. Wyoming petition signature requirements are determined by calculating 15 percent of votes cast in the state's most recent general election. In 2018, initiative supporters had to gather 38,818 valid signatures for both referendums and statutes by February 14, 2017, in order to qualify for the ballot.

The Wyoming Legislature has the power to place constitutional amendments on the ballot when a two-thirds majority of members in each house of the legislature approves the amendment. Once on the ballot, the amendment must be approved by a simple majority of the electors. The Wyoming legislative session ran from January 10, 2017, to March 6, 2017.
