HOPES CAP, Inc. is a member of the Community Action Partnership National Association established in 1964 under President Lyndon B. Johnson’s administration signing the Economic Opportunity Act. As a CAP organization, HOPES helps people to help themselves in achieving self-sufficiency. Community Action Agencies are connected by a national network that includes the Community Action Partnership National Association, regional associations, state associations, a national lobbying organization, and a national association of Community Service Block Grant (CSBG) administrators.
