The purpose of the Overseas Operations (Service Personnel and Veterans) Bill 2019-21 is to make provision about legal proceedings and consideration of derogation from the European Convention on Human Rights in connection with operations of the armed forces outside the British Islands. It aims at providing “greater certainty for Service personnel and veterans in relation to vexatious claims and prosecution of historical events, that occurred in the uniquely complex environment of armed conflict overseas.
