Beyond the technicalities of command and control, the Budapest Memorandum was monumental for nonproliferation: it reduced the number of states with nuclear weapons on their territory, and added momentum to reductions in the total number of nuclear weapons. A win for humanity.

Excited to share my latest for , on why Canada should not participate in US homeland missile defence. The program is costly, doesn't work well, and perpetuates the arms race. Canada was right to opt out in 2005, and should opt out again today.
