Inclusion criteria

The goal of this template is to list "top-level" R&D agencies, that is, agencies whose primary mission is R&D, and are not part of a larger agency that is also primarily an R&D agency. This is why, for example, the Naval Medical Research Center is listed, but its individual units (many of which have articles) are not, and why the Bureau of Medicine and Surgery, which is mostly non-R&D, is also not. This is also why the Naval Warfare Centers are listed and not the Naval Systems Commands.

Also, I just created the article List of United States research and development agencies, which can include subagencies of the "top-level" R&D agencies, since we're not constrained by space there. Antony–22 (talkcontribs) 00:54, 20 March 2017 (UTC)[reply]
