As climate model uncertainties remain very large for future rainfall in the Sahel, a multi-centennial perspective is required to assess the situation of current Sahel climate in the context of global warming. We present here the first record of hydrocli-matic variability over the past 1600 years in Senegal, obtained from stable oxygen isotope analyses (δ 18 O) in archaeological shell middens from the Saloum Delta. During the preindustrial period, the region was relatively humid, with maximum humidity reached during the period from AD 1500 to AD 1800, referred to as the Little Ice Age. A significant negative link is observed at the centennial scale between global temperature and humidity in the Sahel that is at odds with the expected effects of latitudinal shifts of the intertropical convergence zone during the last millennium. In the context of the past 1600 years, the Western Sahel appears to be experiencing today unprecedented drought conditions. The rapid aridification that started ca. AD 1800 and the recent emergence of Sahel drought from the natural variability point to an anthropogenic forcing of Sahel drying trend. This new long-term perspective suggests that the recovery of Sahel rainfall in the last decade may only result from short-term internal variability, and supports climate models that predict an increase of Sahel drought under future greenhouse climate.

Nonstate transnational actors have long played a central role in Sahelian economic structures and
geopolitical arrangements because of their capacity to constitute sources of authority and sustenance
outside and across state structures. Recently, subversive battalions (qatiba) have resorted to
kidnapping, raiding, and ransoming as a means to social justice with a redistributive dimension.
Parallels can be drawn with authority structures associated with nineteenth-century privateers and
buccaneers, and more recently with pirates operating in the Indian Ocean. The parallel economy of
ransoming emerges in a context of critical disruptions of traditional economic and mobility frameworks
in the Sahel, the aggressive scramble for resources, and the displacement of the global war
on terror in the Sahel. This article examines the legitimation processes used by subversive groups,
both ideological and religious; the ethics of ransoming as a form of prosperity endeavor without
morality; and an oscillation between cooperation and subversion in the parallel economy of
smuggling understood as two aspects of the same strategy of engagement between formal
authorities and insubordinate groups in a context of scarcity. It argues that nonconventional forms of
ransoming and criminal predation in the Sahel have similarities with practices of states and multinational
corporations insofar as these divest ordinary citizens of their ability to become subjects
outside the colluding forces of capital, state power, and external interventions.

In 2012, northern Mali seceded from the rest of the country under the leadership of secessionist and Islamist groups. This, and subsequent events, have been interpreted, broadly speaking, in two ways. First, as a result of the unchecked influence of external actors representing 'global jihad' on a country whose Islamic practice had until then been described as 'moderate'. Second, allegiance to Islamist groups was seen as a strategy in local power struggles. Without wanting to invalidate the latter interpretation, this chapter asks what would happen if we took the Islamic rhetoric put forward by various actors in northern Mali seriously. This implies understanding Islam in the region both in local and in transregional terms, and placing it within a narrative not of radical rupture, but of continuity. Contemporary tensions between local conflicts and universal notions of justice, legitimacy and belonging, have in fact a long and variegated history in the area.

War-torn deserts, jihadist killings, trucks weighted down with contraband and migrants—from the Afghan-Pakistan borderlands to the Sahara, images of danger depict a new world disorder on the global margins. With vivid detail, Ruben Andersson traverses this terrain to provide a startling new understanding of what is happening in remote “danger zones.” Instead of buying into apocalyptic visions, Andersson takes aim at how Western states and international organizations conduct military, aid, and border interventions in a dangerously myopic fashion, further disconnecting the world’s rich and poor. Using drones, proxy forces, border reinforcement, and outsourced aid, risk-obsessed powers are helping to remap the world into zones of insecurity and danger. The result is a vision of chaos crashing into fortified borders, with national and global politics riven by fear. Andersson contends that we must reconnect and snap out of this dangerous spiral, which affects us whether we live in Texas or Timbuktu. Only by developing a new cartography of hope can we move beyond the political geography of fear that haunts us.

Coordination, cohérence, efficacité et durabilité sont autant de défis que Bruxelles et les différentes Délégations doivent relever pour donner vie à un concept européen d'approche globale en constante évolution. En tant que première stratégie d'approche globale du Service européen d'action extérieure pour une région du monde, la Stratégie européenne pour le développement et la sécurité au Sahel est un cas d'école. Au vu de la crise multidimensionnelle que subit la zone sahélienne, rien de tel que le vaste éventail de politiques, outils et instruments dont dispose l'UE pour s'attaquer simultanément aux enjeux de sécurité et de développement à l'échelle régionale. Mais qu'en est-il réellement de sa mise en oeuvre ?

The Sahel Sahara is one of the largest poorly governed regions in the world. Terrorism, banditry, trafficking (humans, arms, drugs), cattle rustling and armed robbery have thrived in the region. The governments of the countries that share the region’s borders appear unwilling or unable to govern their territories. In 2014, the US government, in agreement with Niger, decided to build a $110-million drone base in Agadez. In this article, Olayinka Ajala explores the potential impact of the base on the already fragile security of the Sahel Sahara and sub-Saharan Africa.

Through an analysis of its official propaganda, this paper undertakes an analysis of Jamā’at Nuṣrat al-Islām wa-l-Muslimīn (JNIM), a new alliance made up of groups loyal to al-Qaeda in the Islamic Maghreb (AQIM) in the Sahel region. With this movement, AQIM not only seeks to extend the reach of its influence in the Sahel and West Africa, but also to establish a secure refuge far from Algeria. Among the four thematic categories into which, for the moment, the audiovisual production of this group can be divided, the battle theme is dominant, leaving the ideological terrain to AQIM. Furthermore, the creation of JNIM allows the regional structure of AQIM to project –propagandistically– levels of violence that would otherwise be impossible currently. The presence of foreign actors in the region, including Spain, has increased significantly in recent years and both the rhetoric used by the organisation in its communiques and the terrorist actions carried out during its first year of existence make clear that this contingent of foreigners is a priority objective.

Tout premier instrument régional juridiquement contraignant relatif au déplacement interne ayant été adopté au monde, la Convention de Kampala représente une avancée historique pour promouvoir la responsabilité de l'État dans la protection et l'assistance aux personnes en situation de déplacement interne. Chaque année, les conflits, la violence, les catastrophes et les projets de développement contraignent des millions d’Africains à laisser leur foyer, leur communauté et leurs moyens de subsistance derrière eux. La Convention de Kampala met en place un cadre juridique africain pour prévenir les déplacements internes, pour protéger et aider les personnes pendant le déplacement, et pour fournir des solutions durables aux personnes déplacées. Cette étude se base sur les tendances actuelles du déplacement interne en Afrique de l’Ouest et met la lumière sur le contenu des obligations qui incombent aux Etats parties à la Convention vis-à-vis de leurs déplacés internes. Elle réaffirme également que la prise en compte des déplacements internes dans le cadre d'initiatives communautaires plus larges représente une opportunité pour les Etats membres de l’espace CEDEAO.

The Mali conflict and the intervention of the European Union Resume After the outbreak of the Mali civil war the security risks caused by the war, such as the expansion of the Al-Qaeda's influence and the increasing number of illegal arms and drug trade in West Africa, the huge number of refugees and illegal immigrants encouraged the European Union to establish a crisis management intervention. With the UN mandate France helped the Mali army against the rebels until the UN troops replaced them. At the same time the EU started its mission, which was made for train the local military forces.

A Mali polgárháború kitörését követően a háború okozta biztonsági kockázatok, mint például az Al-Kaida térnyerése és ezzel együtt az illegális fegyver és drogszállítások megnövekedése Nyugat-Afrikában, a menekültek és illegális bevándorlók hatalmas száma, az Európai Uniót válságkezelő beavatkozásra ösztönözték. Az ENSZ felhatalmazása alapján előbb Franciaország segített a Mali hadseregnek a lázadókkal szemben, majd őket az nemzetközi ENSZ csapatok váltották. Ezzel párhuzamosan elindult az EU missziója, melyet a helyi katonai erők kiképzésére hoztak létre.

À travers l’analyse de trente-sept lettres diplomatiques provenant du Borno (nord-est du
Nigeria actuel), datés de 1824 à 1918, cet article apporte une nouvelle lumière sur le
fonctionnement d’une administration au service d’une dynastie musulmane du Sahel
avant la colonisation. Au-delà des normes caractérisant l’écriture du pouvoir au Borno,
les variations graphiques des lettres dévoilent une administration au travail, qui adapte ses
pratiques scripturaires en fonction du destinataire. L’analyse graphologique des écritures
permet alors d’identifier une famille de secrétaires qui remonte au XVIe siècle, dont la
charge fut indépendante des révolutions de palais. Descendants de l’imam Ah .mad b.
Fur.tū (c. 1576), ils assurèrent une extraordinaire continuité de pratiques d’écriture du
pouvoir au Borno, jusqu’aux premières années de la colonisation.

Abstract
The Power Letters in Islamic Sahel. Marks, Adaptations and Administrative Continuities
in Borno (1823-1918). — Through the analysis of thirty-seven diplomatic letters from
Borno (North-Eastern Nigeria), dated from 1824 to 1918, this article sheds new light
on the functioning of an administration serving a Muslim dynasty in the Sahel before
colonization. Beyond the norms that characterize the writing of power in Borno, the
graphic variations of letters reveal an administration at work, one that adapts its scriptural
practices according to the recipient. The graphological analysis of the handwriting then
makes it possible to identify a family of secretaries dating back to the 16th century, whose
charge was independent of the palace revolutions. Descendants of the imam Ah .mad b.
Fur.tū (c. 1576), these secretaries ensured an extraordinary continuity of power writing
practices in Borno until the early years of colonization.

The purpose of this research has been to examine the era of securitization in the Sahara-Sahel meta-region of West Africa. It begins with an executive summary of the research, followed immediately by a historical perspective on the Sahara-Sahel, one that is crucial to understanding the current (socio)political economy of the wider region and the crises that are manifest there. It then discusses the role of an energy-security nexus in heralding the securitization era of the Sahara-Sahel, and the role the United States and Algeria played in prompting it. This discussion gives way to the stepped-up role of the European Union in the region, which increasingly views the Sahelian countries as an externalized, southern border of the supranational bloc largely through the prism of a supposed security-migration-development nexus. This nexus is examined (as is, briefly, the alleged climate-conflict nexus) and, while it certainly exists, this research demonstrates current approaches of securitization in the region have wreaked much harm on the local communities there, while encouraging rent-seeking behavior from corrupt governments and leading to proliferation of instability, especially by pushing average people into the fold of organized crime and smuggling to eke out a living. Focus is on Mali, a state which has faced numerous revolts since independence by alienated communities in its northern regions, most recently in 2012 which captured international attention. It concludes with a series of recommendations that American and EU policymakers ought to heed in order to avoid fanning the flames that have already spread from Mali and seem to be shifting southward, towards states such as previously tranquil Burkina Faso. It is hoped this research may provide crucial insight into a widely misunderstood region in both Western popular imagination and policymaking circles.

Despite being central to the development of Saharan regional connectivity, northern Chad has been closed to researchers since the late 1960s and thus remains virtually unknown to scholarship. Based on long-term fieldwork, The Value of Disorder is an original and in-depth account of the area and its Tubu majority inhabitants. Julien Brachet and Judith Scheele examine trans-border connectivity and trade; civil war and rebellion; wealth creation and dispersal; labour and gender relations; and aspirations to moral autonomy in northern Chad from an internal point of view – a point of view that in turn participates in a dynamic process of regional interdependence. Vividly ethnographic, the book gives precedence to local categories of value, while asking broader questions about the nature of non-state regional political organisation, questions that inform current political developments in the Sahara more widely and have the potential to challenge key concepts in Saharan studies and the social sciences.

Names and naming practices are inscribed in power politics: what names mean and to what extent names (are supposed to) “fit” with the legal, moral, and social requirements of the societies involved are defined by those in power. While any free person had the right to decide on a name for himself, slaves, for example, could not name themselves nor their children. Thus the power to name and the responsibility for naming (where, when, and how) is culturally defined.
Among the social groups in West Africa that have been undergoing rapid social changes in the twenty-first century are those categorized as descen-dants of slaves. Rossi has analyzed the ways in which these groups contin- ue to “reconfigure” power relations vis-à-vis their former masters. Here, I wish to demonstrate that scholars should add the analysis of individual naming and renaming practices as part and parcel of various other emancipation strategies. More specifically I address the name changes made by Fulɓe slave descendants in Central Mali.

In the 1970s and 1980s, a fierce debate took place concerning the vulnerability and adaptive practices of farmers and herders in the West African Sahel, and the utility of concepts including ‘adaptation’ to drought. The region has had the most primary research conducted on drought vulnerability and response, and it is referred to as an archetype, notably in work on human security and famine. Some (eg Michael Watt’s ‘Silent Violence’ 1983) painted a gloomy picture of rural life, with farmers beset by brutal commodity markets and extractive governance stretching back over 100 years. Food shortage and famine was, for Watts, created by colonial policies and unequal access to resources. However others, for example Michael Mortimore (author of ‘Adapting to Drought’ 1989) found regardless of these threats households responded (adapted) to drought in innovative and largely successful ways: diversifying into livestock from farming, moving into labouring and small business activity, and finally considering some temporary outmigration to less affected or more affluent regions to provide remittances. Reversible adaptations occurred before less reversible ones. In this chapter we argue that adaptation is socially mediated, not always successful, and is linked into broader political and economic forces. Its utility as a concept is constrained if wedded to Darwinian uses.’Productive Bricolage’ characterizes livelihoods, with different responses pursued at the same time, and for different lengths of time. Development projects can assist community resilience and individual response to food crises, but in unexpected ways. Our findings from fieldwork in Niger, Burkina and Nigeria are discussed and linked to the new preoccupation of the millennium; ‘climate adaptation’. New research on adaptation in semi arid regions urgently needs to learn from this vast reservoir of contextual knowledge in the African drylands, some of it dating back over 40 years.

Sahel, drought, adaptation to climate change, productive bricolage

All presidents in independent Chad have relied heavily on armed support, creating ample armies, feared presidential guards, and terrifying secret services. Proxy wars, political mistrust, economic opportunity-seeking, and strategic ever-changing armed alliances characterize Chadian politics. Flexibility and fluidity have embodied the heart of armed resistance in Chad since the establishment of the first important politico-military rebel movement Frolinat in 1966. In fact, for rebels and powerholders alike, the state is at its best when it is most fragile (in a Western sense). With fragility comes blurriness and flexibility and thus predation opportunities.

In 2015, the release of a Regional Action Plan updating the EU Sahel Strategy triggered the progressive apparition of a new paradigm: regionalisation. Building on the implementation of a comprehensive approach in Sahel, this paradigm refocuses the EU action in peace and security matters on multi-level coherence, from the local to the regional level. However, this work identifies transnational threats such as trafficking and terrorism as clear limits of the EU regionalisation paradigm. As they trigger a need for intelligence sharing and for joint border management, they must be addressed directly by African ROs. From this perspective, supporting African Regional Organisations (ROs) appears to be an adequate manner for the EU to foster regional coherence beyond the limits of its own external action. This, however, requires to first identify the African initiatives most capable of fulfilling this role. This work suggests that the EU has two options: “traditional” African ROs, building on a pattern of regional integration, and “emerging” ones, building on a pattern of looser technical cooperation. It intends to analyse the evolution of the EU support to each one by conducing two case studies: ECOWAS and G5 Sahel will respectively illustrate the case of a traditional and of an emerging African RO.

Following reasoning will be applied. ECOWAS provides for a very institutionalised framework but its heterogeneous composition seriously lowers its implementation capacity. G5 Sahel, in turn, relies on a high political willingness and homogeneity, ensuring a rather effective technical cooperation. In these conditions, the EU can be expected to shift its long-lasting support to ECOWAS towards G5 Sahel. This analysis will show that the EU support does not take such a clear-cut direction. On the one hand, the tendency to diversify beneficiaries thanks to new RIP rules and to innovative instruments, such as the Africa trust fund, clearly marks the opening of a vigorous support to emerging ROs. However, the EU support to ECOWAS under EDF was steadily increased and refocused to foster the RO’s capacity of action and its inclusion in a continental security architecture. This work therefore concludes that, in a spirit of regional coherence, rather than shifting its support, the EU built on each RO’s added value. To foster complementarity between the two, it underpinned ECOWAS in exercising a regional political steering, and G5 Sahel in conducing a deeper technical cooperation.

Depuis la Déclaration de Paris de 2005 sur l’efficacité de l’aide au développement, l’injonction d’optimisation de l’aide apparait de façon récurrente dans le discours des bailleurs. Elle s’inscrit, de plus, dans un contexte international marqué par la multiplicité et le prolongement des crises, et par des tensions budgétaires autour de la mobilisation des ressources nécessaires aux interventions. Une telle situation donne lieu notamment à une redéfinition des stratégies, au niveau de leur formulation et de leur mise en oeuvre. L’évolution du vocabulaire de l’aide au cours de la dernière décennie au travers des termes de « résilience », d’« inclusivité », de « nexus » entre les interventions humanitaires, de développement, de paix et sécurité, traduit des tendances en termes de construction et communication des stratégies au sein de l’industrie de l’aide internationale. De plus, le caractère itératif de l’usage de ces mots génère un effet normatif au sein du champ de l’aide internationale. La promotion d’une approche « intégrée » ou « globale » dans la réponse aux crises conduit à associer, dans la mise en oeuvre des projets, différents types d’acteurs, aux objectifs et intérêts divergents, disposant de modes opératoires variés, dans un cadre temporel distinct. La région du Sahel, considérée comme prioritaire dans l’affectation de l’aide de certains bailleurs, en particulier l’Union européenne et la France, constitue un bloc géopolitique pour les acteurs humanitaires et du développement depuis les crises alimentaires et nutritionnelles des années 1970, mais aussi dans le cadre de la lutte contre le terrorisme suite aux attentats du 11 septembre 2001, le Sahel étant alors perçu comme un vaste territoire d’insécurité et de menaces aux portes de l’Europe.
Ce document de travail vise à analyser les processus liés à l’émergence, diffusion et appropriation du triptyque « Humanitaire / Développement / Paix et Sécurité » en le reliant au contexte sahélien, avec des illustrations concrètes d'opérationnalisation au Tchad.

West Africa is in the grip of a wave of coups, popular protests and fierce geopolitical struggles. Amy Niang argues that declining western hegemony in the region goes hand to hand with intensified competition for access and control of Africa’s natural resources. Furthermore, Niang states, the Russian occupation of Ukraine compels us to look at the importance of the country’s growing presence in Africa.

S’inscrivant dans une tendance lourde initiée à la suite de l’effondrement du bloc soviétique, le rythme des opérations extérieures françaises s’est considérablement accéléré à la suite de l’opération Harmattan en Lybie en 2011 . Que ce soit en Afghanistan, au Levant, ou en Afrique, la France a vu ses missions se multiplier horizontalement (nombre d’opérations) et verticalement (éventail des missions pour chaque opération).
Les opérations françaises ont très largement étendu le spectre de leurs attributions et couvrent désormais une large palette d’engagements en termes de types de chaînes de commandement (nationales ou multinationales), de durée, de format, de théâtres d’opération, et de missions recouvrant entre autres l’aide humanitaire, les missions d’observations, la protection des ressortissants français, la pacification, l’appui aux forces multinationales, la stabilisation ou encore de lutte antiterroriste.
C’est dans le cadre de ce dernier volet, qui s’est amplifié à la suite des attaques menées le 11 septembre 2001 sur le sol américain, que s’inscrit l’opération Barkhane. Lancée le 1er août 2014, à la suite de l’opération Serval, Barkhane marque un tournant dans les opérations françaises en adoptant une approche régionale. Couvrant cinq pays (Burkina Faso, Mali, Mauritanie, Niger et Tchad) d’une superficie de près de 5 millions de kilomètres carrés représentant 7,6 fois le territoire français (9 fois le territoire métropolitain), l’opération française se singularise par l’étendue de son mandat transfrontalier.
Si cette régionalisation est rendue nécessaire par la nature même de la menace à contrer, elle pose cependant un certain nombre de difficultés susceptibles d’obérer l’efficacité générale de Barkhane. Ainsi, il apparait que l’élongation du théâtre d’opération induit des contraintes en matière de logistique, de gestion des ressources humaines, de planification, d’évacuation sanitaire, de respect des délais d’acheminement entre les différents sites, de maintenance ou encore de communication . En d’autres termes, la conduite d’une opération sur un territoire aussi vaste et recouvrant plusieurs pays, doit s’accompagner de moyens suffisants en quantité et en qualité.
En l’occurrence, il apparaît que Barkhane souffre, comme la plupart des opérations françaises, d’une carence de moyens ne permettant pas d’exploiter l’opération à son plein potentiel. Le caractère insuffisant des moyens, qualifiés de « chiches et justes » par un officier ayant occupé un poste à responsabilité au sein du dispositif, est d’ailleurs connu des autorités publiques et souligné dans plusieurs documents institutionnels qui alertent depuis plusieurs années tant sur le manque de moyens que sur la vétusté ou sur la faiblesse de la disponibilité technique opérationnelle (DTO) de certains équipements . Au final, il semble que l’armée française est pénalisée au plan stratégique et ce malgré d’indéniables succès tactiques.

The January 2013 French military intervention in Mali exposed the rising threat of ‘terrorist’ and illicit networks in the Sahel, but more importantly the intertwined limits of Malian politics and of the international politics of African conflict management. While much has been written about the ‘liberal peace’, in this article we argue that what is at stake in this debate is the consistency of the ‘liberal peace’ ideological form and what governance requirements it imposes. Such an ideology necessarily intersects with ongoing Malian peace-, nation- and statebuilding dynamics and competing normative orders that transcend state borders and nationalist projects.

The article studies the influence of the Arab Spring on the rise of terrorist activity in countries of the Sahel. For decades this region has been one of the most unstable in Africa and in the Afrasian instability zone. However, in the 2010s the Sahel experienced unprecedented growth of terrorist activity: by 2015 the number of terror attacks in the region had multiplied 7 times in comparison with 2010 statistics. The aim of this research is to find factors and mechanisms of terrorism's spread in the region with quantitative methods. Conducted analysis has shown that there are several trajectories of the Arab Spring's influence on terrorist activity in the Sahel. For instance, collapse of government structures in Libya during Arab Spring was a trigger for activation of Tuareg and Islamist terrorist movements in Mali and Niger. In Chad sudden rise of terrorist attacks is connected to so called "ISIS factor" when groups pledging allegiance to ISIS (like Boko Haram) aim to prove their ability to fight and to be "useful". Finally, in Burkina Faso revolutionaries were able to repeat a classic Arab Spring scenario of 2011 and to overthrow the regime of Blaise Compaoré. However, the fall of an authoritarian regime in Burkina Faso in 2014, just like in Libya, Yemen, or Egypt, has led to the inability of new government to guarantee security. As a result, a previously very calm and peaceful nation experienced explosive rise of terrorist attacks.

Le littoral mauritanien, entre 16°30 N et 18°30 N présente une morphologie très régulière qui juxtapose des milieux salés à divers milieux dunaires.  Son climat  présente un double dégradé : décroissance de la pluviométrie du sud au nord, et présence de l'air maritime frai et humide  diminuant d'ouest en est. Il en résulte une végétation fortement structurée tant par les conditions édaphiques que climatiques. L'analyse factorielle de correspondance des quelques 200 relevés botanique montre un premier axe structuré par le gradiant de pluviométrie, et un second axe structuré par un gradiant de salinité.
Les groupements végétaux observés sont monotones : quelques associations se partagent  l'espace. L'analyse des groupements végétaux observés sur les substrats dunaires, déterminés par la pluviométrie, montre une succession de 3 associations s'étageant du sud au nord, plaçant la limite entre groupements sahéliens et saharien juste au nord de la ville de Nouakchott

África Occidental se ha convertido en zona de actuación de redes delictivas y terroristas que aprovechan la permeabilidad de las inabarcables fronteras, la incapacidad de las fuerzas de seguridad y la corrupción de los servidores públicos para operar sin restricciones geográficas. La fachada atlántica de la región se ha convertido en la ruta de paso de la cocaína sudamericana rumbo a España. Por su parte, el Sahel se ha convertido en la retaguardia de Al Qaeda en el Magreb Islámico. La zona es lugar de reclutamiento y alberga campamentos de entrenamiento itinerantes desde donde lanzar ataques en
Mauritania y Argelia. Lejos de ser fenómenos que sólo afectan a África, las conexiones de las redes delictivas y terroristas con las implantadas en España convierten a la zona en un área de interés estratégico para nuestro país.

Un rapport du projet de recherches du Centre FrancoPaix, "Stabiliser le Mali: les défis de la résolution des conflits". Ce rapport vise à identifier les obstacles, les défis et les dilemmes auxquels fait face la MINUSMA. Alors que plusieurs constatent les déficiences de son action et, notamment, son incapacité à assurer la sécurité, la stabilité et même sa propre protection, d’autres critiquent sa posture dite robuste qui mine son impartialité. Il existe ici une tension entre ceux qui réclament plus de moyens pour combler les lacunes, soit aux fins d’assumer pleinement la posture robuste, et ceux qui critiquent cette posture comme n’étant pas du ressort des missions de maintien de la paix de l'ONU. Au final,
toutefois, c’est le prisme de la guerre contre le terrorisme qui affaiblit l’impartialité de la MINUSMA, donc son autorité en tant qu’acteur impartial garant du processus de paix.

The record labels Sahel Sounds and Sublime Frequencies position themselves as insurgent alternatives to the mainstream music industry’s capitalist profiteering in the global circulation of Tuareg music. While they are rooted in an art scene promoting a new media ethics and mode of world music circulation characterised by David Novak [2011. ‘The Sublime Frequencies of New Old Media’. Public Culture 23(3): 603–34] as ‘World Music 2.0,’ the relations of production among the Tuareg artists and American producers involved, in many respects, differ little from those of other labels. I argue that these producers’ claims to subversive subject positions are primarily motivated by the values of their U.S. social worlds rather than those of northwest Africa, though these worlds are entangled. To this end, I situate these labels within a particular global network of music circulation, examining their remediation of salvaged recordings, production of new studio albums, and competing claims of ethnographic authority to show their ambivalent reckonings with the commodification process.

En janvier 2012, une rébellion au nord du Mali amorçait une série d’événements qui entraînèrent des répercussions bien au-delà des frontières maliennes. En mars, un coup d’État mené par des éléments de l’armée nationale contre le gouvernement d’Amadou Toumani Touré aggravait la situation. L’État malien désorganisé, déjà en difficulté face à la rébellion, devenait largement incapable de la gérer ou de la résoudre. Alors que les différents groupes prenaient le contrôle des territoires au nord, la communauté internationale débattait de la nature de la crise et de l’urgence de la situation. Le gouvernement américain et plusieurs membres de la Communauté économique des États de l’Afrique de l’Ouest (CEDEAO) y voyaient une crise constitutionnelle centrée sur Bamako, alors que le gouvernement français soutenait qu’il s’agissait plutôt d’une crise terroriste menaçant l’existence même du Mali et la sécurité des pays limitrophes, peut-être même celle de l’Europe.

L’intervention militaire française de janvier 2013 allait imposer, en quelque sorte, son interprétation de la crise malienne. L’opération Serval mettait de l’avant les aspects dits « terroristes » et transfrontaliers des menaces sécuritaires pour la région du Sahel et au-delà. Bien que considérée comme un succès militaire à court terme, Serval n’avait jamais eu la prétention d’offrir une solution politique, seulement de mettre en place les conditions pour celle-ci. La destruction et la répression des groupes terroristes devaient créer l’espace nécessaire à une résolution politique du conflit malien. La Mission multidimensionnelle intégrée des Nations unies pour la stabilisation au Mali (MINUSMA), autorisée en avril 2013, était déployée pour appuyer le processus politique et effectuer un certain nombre de tâches d’ordre sécuritaires. Toutefois, notamment à partir de l’été 2014, il devint clair que la solution ne viendrait pas d’elle-même et demandait un engagement politique sur le long terme.

Depuis, l’opération Serval s’est transformée en une opération de contreterrorisme, nommée Barkhane, qui opère officiellement sur la zone du G5 Sahel, soit le Burkina Faso, le Mali, la Mauritanie, le Niger et le Tchad (elle est aussi connue pour avoir survolé le nord du Nigéria). Barkhane est justifiée sur une double logique de « guerre au terrorisme » et de division du travail. D’un côté, la France est au cœur d’un dispositif contre-terroriste (soutenu par les États-Unis, l’Union européenne et les membres africains du G5 Sahel) qui doit, en théorie, permettre l’établissement des conditions nécessaires à la résolution des conflits  Les dilemmes de la résolution des conflits face aux défis de la « guerre au terrorisme » et à la consolidation de la paix en éliminant les « terroristes ». De l’autre, la MINUSMA doit faciliter le processus de paix entre les partis perçus comme légitimes.

Ce rapport interroge la pertinence de l’importance donnée à la question « terroriste » et les effets de cette grille de lecture sur les possibilités de résolution des conflits au Mali et, plus largement, dans la zone sahélienne. Les analyses de « guerre contre le terrorisme » font trop souvent abstraction des difficultés à distinguer le « terroriste » de l’acteur politique légitime, de l’imbrication des « terroristes » dans les dynamiques locales et du poids des catégories ethnoraciales pour comprendre l’évolution des tensions politiques et des causes profondes des conflits.

L’émergence de la violence demeure intimement liée au problème de l’État, de sa légitimité et de la moralité des systèmes de répartition des ressources et des pouvoirs. La « guerre au terrorisme » a tendance à obscurcir, négliger, cacher, ou même exacerber ces enjeux fondamentaux. Ce rapport vise à élargir le débat et les options politiques que le discours dominant d’une « guerre contre le terrorisme » cherche à limiter.

This is a report of the Centre Francopaix's "Stabilizing Mali" research project. Its goal is to identify the obstacles, challenges and dilemmas facing the UN peacekeeping mission in Mali. Some have noted the deficiencies of its action and particularly its inability to ensure security, stability and even its own protection. Others have criticized its so-called “robust” posture which is argued to undermine its impartiality. The tension is thus between those demanding the means to fully assume this robust posture, and those who criticize this posture as falling outside the mandate of UN peacekeeping missions. Ultimately, however, it is the war against terrorism perspective that weakens MINUSMA’s impartiality and thus its authority as an impartial actor and guarantor of the peace process.

On oublie trop souvent que le couscous est présent depuis plusieurs siècles dans l’ouest du Sahel, comme plat quotidien, mets de fête, collation ou nourriture de voyage. La diversité de ses appellations en Sénégambie et dans les régions voisines, de la côte jusqu’à la boucle du Niger, traduit manifestement son ancienneté, même si les origines du couscous sont difficiles à saisir et font l’objet de controverses. Ses premières attestations au sud du Sahara remontent à Ibn Battûta, au milieu du 14e siècle, et à deux textes portugais du milieu du 15e et du début du 16e siècle. Il faut attendre la première moitié du 17e siècle pour trouver mention du couscous dans des textes français. Une analyse des témoignages européens du 17e au 19e  siècle permet d’aborder la question des termes employés par leurs auteurs pour parler du couscous, d’évoquer les différentes céréales utilisées (mil, sorgho et maïs en Sénégambie, auxquels s’ajoutent le blé et le riz dans la boucle du Niger), d’envisager enfin certains aspects techniques (préparation et cuisson de la « graine », conservation, mucilage et fermentation). Les sources européennes évoquent également l’association du couscous à des pratiques religieuses, islamiques ou préislamiques. Certaines descriptions apportent aussi un éclairage historique et social : travail des femmes esclaves comme cuisinières, adoption du couscous par les Européens vivant au Sénégal pour leur repas du soir, suivant en cela les usages locaux… Toutefois, malgré leur intérêt pour le couscous, les voyageurs européens n’ont pas bien perçu toute sa diversité. Des enquêtes effectuées en pays soninké mettent en évidence différentes recettes et différents modes de consommation, qui révèlent une véritable « civilisation du couscous » au Sahel. Sans parler des « couscous » de famine ni des préparations apparentées, comme les grains entiers de fonio ou la semoule de sorgho cuits à la vapeur. Moins consommé de nos jours, du fait de la concurrence d’autres plats et de l’évolution des modes de vie, le couscous se situe plutôt du côté de la « cuisine traditionnelle » et conserve, dans certains milieux, toute sa dimension identitaire.
We too often forget that couscous has been consumed in the western Sahel for several centuries for everyday meals or celebrations, as a snack or during trips. The diversity of its names in Senegambia and neighbouring regions from the coast to the Niger Bend clearly reflects that it has a long history, even though its origins are controversial and hard to elucidate. The first evidence of couscous south of the Sahara comes from Ibn Battûta in the mid-14th century and two Portuguese texts from the mid-15th and early 16th centuries. French texts did not mention couscous till the first half of the 17th century. European sources from the 17th till the 19th century can be used to analyse these authors’ words for talking about couscous and the cereals used to make it (millet, sorghum and maize in Senegambia, and these plus wheat and rice in the Niger Bend) and to describe certain technical aspects (preparing and cooking the cereal, storing couscous, fermenting it and adding mucilage). European sources also mention a relation between couscous and religious (Islamic or pre-Islamic) practices. Certain descriptions provide historical and social information about the work of slave women as cooks, the adoption of couscous for the evening meal by Europeans in Senegal (as in local society), etc. Despite their interest in couscous, European travellers did not pay close attention to its varieties. Fieldwork among the Soninke has provided information about the diversity of recipes and of the forms of consumption of couscous. Thus comes to a light a literal « civilization of couscous » in the Sahel, not to mention the « couscous » consumed in times of famine or related steamed preparations of whole-grain fonio or sorghum semolina. Less consumed nowadays owing to competition from other dishes and changing lifestyles, couscous is part of the « traditional cuisine » and, in certain circles, still serves as a value attesting the group's identity.

This article examines the effects of UN peacekeeping and international counterterrorism operations upon the possibilities of peace in Mali. Following the January 2013 French operation Serval, the international intervention was divided between two military missions: UN peacekeeping in Mali and French-led counterterrorism. The article explores what it means to distinguish between peacekeeping and counterterrorism for international conflict management and Malian conflict resolution dynamics. It is argued that the binaries of war and peace, and of intervention and sovereignty, are no longer opposites, but blurred into an emerging ‘new normal’ of permanent military intervention. The construction of a regional counterterrorism governance or militarisation is shown to circumvent the fundamental questions about Malian peace, state sovereignty, and nationhood. The article points to how the international ‘division of labour’ between peacekeeping and counterterrorism defines the possibilities of peace in Mali in relation to the perceived necessities ofthe ‘global war onterror’.

Au cours de l’année 2017, la jeune organisation inter-gouvernementale du G5 Sahel s’est retrouvée projetée au cœur de l’actualité diplomatique internationale à l’occasion du vote de deux résolutions du Conseil de sécurité des Nations Unies (CSNU) portant sur la création d’une force régionale de lutte contre les groupes armés jihadistes, la Force Conjointe du G5 Sahel (FC-G5S).

Méconnu, le G5 Sahel est devenu, à cette occasion, un objet de curiosité dans les milieux universitaire et journalistique. Pourtant, le G5 Sahel structure, depuis sa création en 2014, les relations intra-sahéliennes. Si l’organisation sahélienne a, aujourd’hui, réussi à s’imposer comme un véritable acteur de la sécurité au Sahel, sa création ambitionnait de concilier sécurité et développement.

Créé à Nouakchott, en février 2014, lors d’un sommet des chefs d’État de la Mauritanie, du Mali, du Burkina Faso, du Niger et du Tchad, le G5 Sahel a vu sa Convention adoptée et signée, toujours dans la capitale mauritanienne, en décembre 2014. L’organisation inter-gouvernementale se définit comme étant « un cadre institutionnel de coordination et de suivi de la coopération régionale » en matière de sécurité, de développement et de gouvernance.
Sa création intervient à un moment d’ébullition et de mutations profondes de l’environnement stratégique sahélien. Dans le domaine du développement, de nombreux Partenaires techniques et financiers (PTF) des pays sahéliens élaborent des « Stratégies Sahel » consacrant le principe d’un nexus sécurité – développement. Sur le plan sécuritaire, la gestion de la crise malienne a montré les défaillances des systèmes de défense collective africains, que ce soit celui de l’Union africaine (UA), de la CEDEAO ou encore celui du Comité d’État-major opérationnel conjoint (CEMOC).

Le fiasco de la Mission internationale de soutien au Mali sous conduite africaine (MISMA) pousse la France à lancer l’opération Serval. L’intervention française, qui se transformera en opération Barkhane, annonce un renforcement durable de la présence militaire française au Sahel, ce qui ouvrira de nouvelles opportunités de coopération avec les armées sahéliennes. L’opération Serval eut également un effet d’entraînement dans la région de nouveaux acteurs, que ce soit l’ONU avec la MINUSMA, ou l’Union européenne (UE) avec ses missions de formation.
La transformation de la MISMA en MINUSMA et le rôle accordé par le CSNU à la France, en matière de lutte contre les groupes jihadistes au Mali, consacrèrent l’éviction progressive de l’UA de la gestion des affaires sahéliennes. Cette nouvelle donne stratégique, vécue comme une humiliation, poussa l’UA à initier le Processus de Nouakchott qui visait à enfin opérationnaliser l’Architecture Africaine de Paix et de Sécurité (APSA) dans la région. Paradoxalement, les initiatives de l’UA, loin de lui permettre de redevenir un acteur de sécurité crédible, ont nourri une pratique de coopération régionale qui, sou- tenue par les troupes françaises, a fait émerger un système de défense collectif propre au Sahel doté de mécanismes ad hoc à l’architecture continentale.

Dans ce contexte, le G5 Sahel se dote d’une ambition en matière de gestion de crise, en affirmant vouloir « préserver l’intégrité territoriale des États et mener, ensemble, une action résolue en vue d’assurer la sécurité dans l’espace sahélien ». Pour autant, la sécurité apparaît, dans un premier temps, comme une préoccupation secondaire pour la jeune organisation, laissant ce domaine à la compétence souveraine des chefs d’État. En effet, le G5 Sahel ambitionne avant tout de créer un cadre institutionnel formant un entonnoir pour la mise en œuvre des nombreuses « Stratégies Sahel ».

Ce n’est que dans un second temps que les coopérations régionales en matière de sé- curité viendront se greffer au G5 Sahel et faire, ainsi, progressivement pencher le bary- centre de l’organisation vers la sécurité au sens large. La France, à travers son opération Barkhane, a fortement soutenu la coopération militaire transfrontalière régionale qui préfigura la Force Conjointe du G5 Sahel, créée en novembre 2015, suite à une décision des chefs d’État sahéliens, à la surprise même des partenaires.

La FC-G5S est la concrétisation d’une volonté politique commune nouvelle dans une région jusque-là marquée par les dissensions et une gestion différenciée de la menace engendrée par le GPSC puis AQMI. Le G5 Sahel ambitionne désormais de devenir également le canal de réception privilégié de l’aide internationale en matière de lutte contre le terrorisme.

L’important soutien militaire et diplomatique que la France apporte à la Force conjointe du G5 Sahel (FC-G5S) depuis sa création en novembre 2015 a suscité beaucoup de fantasmes et de confusions autour de ce nouveau dispositif militaire souvent présenté comme une initiative française qui, du simple fait de la présence de l’opération Barkhane, aurait été imposée aux pays du G5 Sahel, anciennes colonies françaises.

Cette grille d’analyse, présupposant un néocolonialisme français, est caricaturale et, à bien des égards, obstrue toute analyse approfondie de la sensible question des relations complexes qu’entretiennent les États sahéliens avec leurs partenaires techniques et financiers (PTF). Notre étude vise à placer la focale sur le degré d’engagement politique et militaire des États sahéliens au sein de cette nouvelle initiative régionale, que nous considérons comme étant davantage l’expression de l’adaptation des États de la région à la mutation profonde de leur environnement stratégique depuis 2010, que l’expression d’une politique française au Sahel.

Sur le plan méthodologique, l’étude s’appuie sur des entretiens effectués à Paris, Bruxelles, Dakar et Ouagadougou, ainsi que sur des recherches documentaires portant sur la littérature institutionnelle disponible ou collectée au cours des entretiens et les travaux académiques et universitaires tels que les rapports et articles de recherche portant sur le sujet.
