TRİBAL STRUGGLE UNDER AQQUYUNLU SOVEREİGNTY:
EVALUATİON OF HİSTORİCAL PROCESS THROUGH THE CASE OF MUSULLU  AND SUFİC KHALİL BEY

In 15th century, Eastern Anatolia, Azerbaijan, Iraq-Acem included several tribes such as Aqquyunlu Musullu (Shabak )which were dominant in Iran, Purnak, Bicânlu, Baharlu, Bayat and Alpavut.
Among these tribes, Musullular is one of the three great tribes that constitute the Aqquyunlu State connected to Boz-Ulus Turkmen community. Musullu tribes played important and effective roles in the Aqqoyunlu throne games, in political crises and in the administration of the state.One of these people was Sufî Khalil (Halil), who was from Musul (Shabak). After Sultan Yakub's death, he quickly seized the Aqquyunlu administration and management and tried to establish a strong structure but failed. For this reason, the activities of Musullu tribe which was active in Aqquyunlu administration must be investigated through Musullu Sufî Khalil case. Thus, the role of tribes and tribal members along with the political and administrative structure of the state will be revealed.
In this article, the role of the Musullu tribe in the Aqquyunlu state administration during the periods when the Aqquyunlu state weakened, the harsh political actions of Musullu Sufî Khalil Bey, who seized administration and control completely during the Sultan Baysungur period, and the political roles of the opponents trying to stand against it will be examined within boundaries of the cause-result relationship. Thus, some of the causes and challenges that lead to the collapse of the Aqquyunlu state will be tried to be resolved.

Öz: Akkoyunlu Türkmen yaşam biçimi ve birikiminin tarihe yansımasının unsuru olan ziyafetler, yemek kültürünün ve bürokrasinin bir parçası olmuştur. Geleneklere, dine, ekonomiye, coğrafyaya göre değişen beslenme kültürel, sosyal, dini yaşantının ve devlet geleneğinin en önemli unsuru olmuştur. Bu makalede, göçebe ve yerleşik hayatın birlikte görüldüğü Türkmen devletlerinden Akkoyunluların yemek kültürü çerçevesinde ziyafet sofralarının kurulma nedenleri ve niteliklerinin yanı sıra güç, iktidar ve din bağlamında yemeğin önemi, günlük hayatta ve sarayda tercih edilen menüler, teşrifat vb. konular ele alınarak değerlendirmesi yapılacaktır.

Abstract: The banquets, which are the elements of the Akkoyunlu Türkmen way of life and the reflection of its accumulationto history, are part of the food culture and bureaucracy. Nutrition, which varies according to traditions, religion, economics and geography, has been the most important element of cultural, social, religious life and state tradition. In this article, the reasons and qualifications of establishing feast tables will be evaluated within the framework of food culture of Aqqoyunlus from the Turkmen states, where nomadic and settled life existed together. Topics such as the importance of food in the context of power, government and religion; menus preferred in daily life and palace and protocol will also be evaluated.

It is the beginning of the most difficult periods of the Byzantine Empire. IV. Romanos Diogenes was ascended the imperial throne with pressures and high hopes by the military wing. Since the emperor’s accession to the throne, his only aim has been to expel Turks from Anatolia and recover the deteriorated law and order. For this purpose, he spends most of the Byzantine treasury, which almost becomes empty, on war preparations and the army. This is because it is countless and endless raids and incursions of Seljuk, which frustrates Byzantine the most. it is very formidable for the central Byzantine forces to catch up with these raids as these raids are fast and well-designed for its purpose. Not only does Diogenes prepare the army, but he also struggles with the situations that Byzantium is in. Sultan Alp Arslan continues campaigns outside Anatolia during this period, and he is also very occupied with revolts. There have been encounters of all sizes emerging frequently, however the most crucial war that determines the fate of both Anatolia and the sides has been the Battle of Manzikert. The Byzantine suffers the defeat although its army is outnumbered in the Battle of Manzikert. There are main several reasons leading to the defeat of the Byzantine army. One is that Sultan Alp Arslan in advance coming to the plain of Manzikert deploys the ambush tactic, which is one of the Central Asian steppe war tactics, on the prominent hills and that the army embraces especially the unity of ideal Turk, struggle, and religious faith in the army even though they are few in number. Other is that in the Byzantine army, the soldiers are recruited from various nations, some of the Turkish nobles Uzes and Patzinaks in the army refuses to fight against their kin before the war, and the other part passes to the Seljuk ranks during the war. In 1071, the Turkish Sultan wins the last and great battle in the Manzikert plain.

Turkmen, one of the oldest communities of Syria, have struggled with the in human attacks of both Assad regime and terrorist organizations since uprising started in Syria in 2011. Syrian Turkmen today fight on four different fronts in order to protect the lands where they have lived for centuries and their identities. It was expected that a new period would start in Syria in 2016 within the framework of Geneva-Vienna processes. However, the hopes have been shattered for now and Geneva talks are delayed. Turkmen, one of the oldest communities of Syria, have not been included in the international preparatory works on the new political process. In this study, we will discuss the current situation of the deepening Syrian crisis and the political and legal strategy that Syrian Turkmen should follow in the coming future...

ÖZET Cerid ve Tecirli aşiretleri, Dulkadir Türkmenlerini oluşturan boylardan ikisi olup, Maraş-Antakya taraflarında dolaşmaktadırlar. XVI. yüzyıl sonlarında Çukurova'da kışlamaya başlayan Cerid ve Tecirliler, gerek kışlaklarında gerekse yaylaya gidiş dönüşlerinde çevreye büyük zarar vermeye başlarlar. Bu nedenle Osmanlı idarecileri, XVII ve XVIII. yüzyılda bu iki aşireti iskân etmek için gayret gösterirler, fakat başarılı olamazlar. XIX. yüzyıl ortalarında Cerid ve Tecirli aşiretlerinin sebep olduğu problemler ve devletin iskân teşebbüsleri devam eder. Bilhassa 1855-1865 yılları arasında Osmaniye'de iskânları için bir hayli gayret gösterilir. Kısmî başarı elde edilse de, özellikle Tecirli aşiretinin zararları önlenemez. Nihayet 1865 yılında Fırka-i Islahiye adı verilen ve İstanbul'da hazırlanan bir ordu Çukurova'ya gönderilir. Fırka-i Islahiye bölgedeki göçebe aşiretleri iskân ederek devlet otoritesini yeniden sağlamıştır. Bu iskân faaliyetleri sırasında Cerid ve Tecirli aşiretleri " kadim kışlakları " olan Osmaniye ve çevresine yerleşmek zorunda kalırlar. Yaylaya çıkmaları yasaklanarak, köyler inşa ettirilir ve çiftçilik yapmaya mecbur bırakılırlar. Günümüzde Osmaniye-Ceyhan-Kadirli-Düziçi bölgesinde yaşayan nüfusun büyük kısmı Cerid ve Tecirli Türkmenlerine mensuptur. Çalışmamızda bu iskân süreci üzerinde durulacaktır. ABSTRACT Cerid and Tecirli clans two clans of many that composed Dulkadir Turkmens were nomadic clans living in the surrounding of Maraş and Antakya. Cerid ve Tecirli clans who began to pass the winter in Çukurova at the end of XVI century started giving huge damages to their winter camping grounds (kışlak) and to the environment en route to their migration. For this reason the Ottoman administrators tried to settle these two tribes but could not do so during the XVII and XVIII centuries. In the mids of XIX century the Ottoman settlement policies had continued along with the problems caused by Cerid and Tecirli clans. Great efforts had been spend to settle them in Osmaniye especially between 1855 and 1865. In spite of partial success the harms of Tecirli clan could not be prevented. At the end an army called Fırka-i Islahiye was prepared in Istanbul and sent to Çukurova in 1865. Fırka-i Islahiye settled the nomadic tribes and brought back the State authority in the region. During these settlement activities Cerid and Tecirli clans had been forced to settle in Osmaniye which was their long lasted winter accommodation (kışlak). They had been banned to go to their summer camping grounds (yayla) and made to build villages and forced to farming. Today most of the populations live in Osmaniye-Ceyhan-Kadirli-Düziçi region belong to Cerid and Tecirli clans. In our work points out the settlement process.

Bu çalışma, özellikle 2003 işgalinden beri Irak’la alakalı en çok tartışılan konulardan birisi olan mezhep çatışmasına ve Irak toplumuna yönelik en başat sınıflandırmalardan olan mezhepsel gruplara yönelik Irak Türkmenlerinin ortaya çıkarabileceği potansiyelden hareket etmiştir. 2003 sonrası mezhep çatışmasının parametrelerinin ve etkilerinin neler olduğu sorusundan hareketle, Irak Türkmenleri arasında yoğun kitlesel gerilimlerin yaşandığı bir kent olarak öne çıkan Telafer vakasını inceleyen bu çalışmada ilk olarak, mezhepçiliğe nasıl bir kuramsal çerçeve çizilebileceği ilkçi, araçsalcı ve inşacı olmak üzere üç temel yaklaşımın ışığında sorgulanacaktır. Buna göre mevcut kuramsal yaklaşımların mezhepçiliğin analizinde çok az işlendiği ancak inşacı bir yaklaşımın özellikle Telafer’i anlamada yardımcı olacağı iddia edilecektir. İkinci olarak, Telafer’de neden ve nasıl bir çatışma yaşandığı tartışılacaktır. Bu bölümde, Telafer’deki mezhepçiliğin ana yürütücüleri olarak güvenlik güçlerinin, direnişçi grupların ve aşiretlerin öne çıktığı, ABD’nin yerel uygulamalarının bunların işlemlerini kolaylaştırdığı ve ülkedeki siyasi atmosferin ürettiği mezhepçi imgelerin, oluşan güvensizlik ortamının ve bölgedeki aşiret düzeninin mezhepçiliği sürdürülebilir kıldığı savunulacaktır. Üçüncü olarak, DAEŞ işgalleri sebebiyle Telafer’den Türkiye’ye sığınmış Irak Türkmenleri arasında Ankara’da yazar tarafından yapılan saha araştırmasında kullanılan ve mezhepçiliğin hangi boyutlarda olduğunu anlamaya yönelik anketin sonuçları sunulacaktır. Bulgular, mezhepçiliğin geniş bir toplumsal tabandan mahrum olduğuna ancak önemli bir inşa gücüne ve zorlayıcılığa sahip olduğuna işaret edecektir.
