Resource Management

Resource Management consists of programmatic activities that focus on business operations, resourcing, manpower and personnel support.  Resource Management functions support both the installation staff and the Commanding Officer.  Resource Management includes Business Management Operations, Manpower Management, Financial Management and Human Resources.

Manpower Management

The Manpower Plans Branch, within the Total Force Manpower Program, provides policy, guidance, information and resources to manage total force manpower, to include military, civilian and contractor data.  The Manpower Plans Branch serves as a conduit between the Chief of Naval Operations (CNO), Bureau of Personnel (BUPERS), Enlisted Placement Management Center (EPMAC) and Navy Manpower Analysis Center (NAVMAC), when dealing with manpower and manning issues.  Manpower documents are distributed on a monthly basis to the Navy regions and CNIC manpower representatives work with each region to implement manpower changes as needed. The goal is to serve the regions by acting as an "honest broker" in all aspects of manpower and manning when representing the CNIC mission.

Business Management Operations

The Commander, Navy Installations Command (CNIC) Strategy and Future Shore Integrated Requirements Program reports directly to the Commander, Navy Installations Command.  The program supports all functional areas of Shore Installation Management, with a mission to lead CNIC in identifying business and organizational improvements across all CNIC mission areas and capabilities, including Air/Port Operations, Protection, Logistics, Warfighter Resilience/Quality of Life, and C5ISR (command, control, communications, computers, cyber, intelligence, surveillance and reconnaissance).  The Strategy and Future Shore Integrated Requirements Program oversees Strategic Planning; Enterprise Warfare Integration in support of Force Development (Fd), Force Generation (Fg) and Force Employment (Fe); Contractual Services Management; Future Year Resource Requirements; Integration of Joint/Future Basing; Business Analytic Tools; and Performance Management.  Additional Strategy and Future Shore Integrated Requirements Program functions include: 

  • Identifying and overseeing major Shore Installation Management initiatives including joint/inter-service and interagency initiatives, functional consolidation, and organizational streamlining.

  • Coordinating Strategic Laydown and Dispersal (SLD) new and changing requirements and Shore Global Defense Posture (GDP) equities.

  • Developing recommendations for CNIC on broad strategic direction, Shore policy issues, process changes, organizational changes and other major initiatives to improve Shore service delivery performance.

  • Openly promoting and fostering a culture of analytics and incorporating the use of analytics across business lines. Improving CNIC’s ability to make data-driven decisions quickly while increasing operational efficiency and effectiveness throughout the Shore Enterprise.
Financial Management

The CNIC Comptroller Program provides reliable fiduciary guidance and support to all Navy Regions, subordinate activities, and CNIC staff.
