U.S. Coast Guard Regulatory Development Program (RDP)

The Coast Guard's Regulatory Development Program (RDP) is remarkable in the scope and diversity of its subject matter. The RDP supports all of the Coast Guard's 11 missions:

• Ports, waterways, and coastal security
• Drug interdiction
• Aids to navigation
• Search and rescue
• Living marine resources
• Marine safety
• Defense readiness
• Migrant interdiction
• Marine environmental protection
• Ice operations
• Other law enforcement

The rulemakings produced by the RDP support these missions by issuing, updating, and in some cases withdrawing Coast Guard regulations in Titles 33, 46, and 49 of the Code of Federal Regulations.

Rulemaking projects are undertaken by a Regulatory Development Team (RDT) that conducts top-notch project management and economic and environmental analyses when regulatory changes are required to update policies and meet new political and economic focus.

A RDT is typically composed of:

• Economist, Technical Writer(s) (TW), and Environmental Specialist from CG-REG-1, Standards Evaluation and Analysis Division
• Regulatory Development Manager (RDM) from CG-REG-2, Project Development Division
• Project Counsel (PC) from CG-0943, Office of Regulations and Administrative Law

• Subject Matter Expert (SME) from the various Coast Guard offices at Headquarters

The number of personnel assigned to a project can vary, but our goal is always the same: to provide outstanding support of the Coast Guard's maritime safety, security, and stewardship objectives.
