Responsibilities:

Under the instructions and supervision of the senior staff in ERIA Digital Innovation and Sustainable Economy Center (E-DISC), the” Project Officer” is responsible for contributing to the growth and enhancement of the ASEAN startup ecosystem. The main duties and responsibilities include:

Event and Project Management:

  • Planning and implementing events aimed at fostering the ASEAN startup ecosystem, in Jakarta and ASEAN countries.
  • Coordinating with stakeholders, including government agencies and regional partners of E-DISC
  • Frequent traveling for on-site event coordination, meetings, and partnership development with Startup ecosystem players in Jakarta and ASEAN countries.
  • Conducting research and analysis relevant to the startup sector.
  • Executing other related projects and initiatives in the startup environment.

Communications and Media Coordination:

  • In collaboration with relevant ERIA departments, leading the use of media and social media to promote the activities of E-DISC.
  • Strategizing and implementing communication plans to enhance visibility and outreach.

Administrative Support:

  • Assisting in preparing and organizing documents, reports, and presentations.
  • Handling correspondence and communications related to project activities.

Qualifications:

  • Experience in managing startup-related projects is essential.
  • Bachelor's degree required, Master's degree desirable.
  • Willingness to undertake business trips, particularly in the ASEAN region and neighboring countries.

Job Duties

ERIA launched the Project on the Development of Healthcare Services Collaboration Platform in April 2020, with the aim of realising resilient healthcare ecosystems and achieving better medical outcomes in Asia through networking among public, private, and academic sectors in the field of medical and healthcare services. The project focuses more on exploring challenges and providing policy recommendations for executing multisectoral projects in Asia, starting from India and Viet Nam. This year, our project is expanding to Thailand and Indonesia.

ERIA is pleased to announce the following full-time position (local hire) through an open-call selection process: Project Coordinator for Healthcare Services.

Under the instructions and supervision of the Executive staff in the Healthcare Unit (the ‘Unit’), the ‘Project Coordinator’ handles and coordinates each research project to proceed smoothly and ensure its success. The main duties and responsibilities include, but are not limited to:

Administrative Support:

  • Managing administrative matters to move forward research projects such as gathering cost estimates, drafting contracts, submitting invoices, making payments, dealing with budgets, preparing and processing reimbursement requests, etc.
  • Arranging travel, visas, and accommodation, and occasionally travelling with team members to take notes at meetings or provide general assistance during business travels (assisting with presentations, negotiating with vendors, processing various payments, etc.).
  • Arranging office vehicles when team members need to use the office car for official purposes.
  • Working closely with team members and providing administrative assistance where needed.
  • Any other relevant clerical, administrative, and research-related work requested and supervised by the Executive staff of the team.

Project Coordinating and Support:

  • Coordinating project management schedules, resources, and information.
  • Being involved in decision-making processes of Medical-Healthcare services issues, especially the Medical Excellence in Asia Project, which is the framework for multisectoral collaborations among Government, Academia, Business, and Medical in the Healthcare sector.
  • Striving to understand the team’s mission and workflow to communicate with outsiders in the healthcare field.
  • Actively taking part in partnership and outreach activities, approaching potential collaborators, attending related meetings, taking notes, and following up where needed.
  • Taking part in and contributing to business trips and events (often international) to support the team.
  • Liaising with potential partners (‘Counterparts’) to identify their needs and objectives to evolve research projects, acting as the point of contact.
  • Monitoring project progress and handling any issues that arise.

  • Drafting short reports such as articles for the ERIA website after events and editing reports submitted by each Counterpart.

Requirements:

  • Firm understanding of administrative work and good knowledge of financial planning and execution.
  • Interest in healthcare issues is essential.
  • Ability to coordinate with staff members effectively.
  • Ability to reflect on his/her own performance with honesty and accountability.

  • Secretarial work experience is preferable.

Essentials:

  • Bachelor’s degree (preferably in public health, global health, public policy, business administration/management, law, international relations, or relevant subjects)

  • Minimum of 3-4 years of professional experience in relevant sectors

Desirables:

  • Postgraduate education in relevant subjects is an asset.

The Regional Knowledge Centre of Marine Plastic Debris was established in October 2019, as part of the Economic Research Institute for ASEAN and East Asia (ERIA). The Regional Knowledge Centre serves as an information platform on marine plastic pollution in ASEAN+3 countries, aiming at (1) supporting research and data collection that contributes to science-based policy formulation, (2) gathering and disseminating scientific knowledge to support solution-orientated initiatives and build public awareness, (3) facilitating national and regional capacity-building activities, (4) developing strong collaborative networks and regional partnerships, and (5) promoting innovations from the private sector. The Regional Knowledge Centre has its office in Jakarta, Indonesia.

Framework and work structure

The Regional Knowledge Centre has different workstreams, such as research and data collection, policy advocacy, private sector engagement, and awareness raising to share a few. One of the components for which the Regional Knowledge Centre would like to further multiply and strengthen its activities from 2024 onward is capacity building in the ASEAN region. In fact, capacity building is considered as one of the missing links for the ASEAN region to advance science-driven policymaking further.

The Capacity Building Expert is required to work under the direction of the Regional Knowledge Centre’s Director while receiving technical advice from the Senior Research Fellow, as well as in close collaboration with the Program Manager.

Job descriptions

Under the instructions and supervision of the Regional Knowledge Centre’s Director, the Capacity Building Expert plans, develops, and implements capacity-building activities to enhance the roles and positioning of the Regional Knowledge Centre in the region.

The main duties and responsibilities include:

Capacity building needs assessment and prioritization

  • Conduct scoping exercises and needs assessments to understand the current gaps of capacity building in the ASEAN region to prevent (marine) plastic pollution. Methods such as desk review, direct interviews with key players, focus group discussions or surveys will be used to back this up.
  • Identify and consolidate relevant stakeholders/target groups list for whom different capacity building trainings are needed and rank them according to the degree of priority for the region.
  • Cross-reference the accumulated knowledge and research outputs within the Regional Knowledge Centre and conceive the most optimal and cost-effective capacity-building training courses, catered toward specific target groups.
  • Continuously adjust with new capacity-building needs which may arise in accordance with the regional and global priorities, as well as strategic programmatic needs of the Regional Knowledge Centre or ERIA.
  • Participate in related meetings, workshops, business travels, and field visits when required.
  • Supervise and collaborate with the Capacity Building Research Associate for data collection, desk reviews, meeting setup, contacts list development, and other appropriate tasks.

Capacity building training material development

  • Based on the knowledge accumulated within the Regional Knowledge Center, develop the most optimal capacity-building training material/modules, where appropriate in collaboration with the individual or institutional partner(s). This accumulated knowledge can be (1) research report, outcomes, tools of past or ongoing research projects, (2) expertise and knowledge from expert(s) within the Regional Knowledge Centre, or ERIA, or more widely from the partner network, or (3) newly explored by the capacity building expert in response to the strong need from the ASEAN region.
  • Training courses and training materials need to be developed in consultation with and under the close supervision of the Director and the Senior Research Fellow to ensure a high impact and maximum effect for the region.
  • If needed, identify expert consultants, and partner institutions and develop necessary TOR to delegate training material development tasks.
  • Supervise and collaborate with the Capacity Building Research Associate for the training materials development activities.

Network development and outreach

  • Understand the existing stakeholders, relevant institutions, national and regional partners and the roles they play in order to leverage their input for the benefit of the Regional Knowledge Centre.
  • Create and continuously update a partner directory, especially of target groups to engage with them in outreach activities (emails, online meetings, or in-person visit).
  • Maintain good relationships with key stakeholders and encourage their active participation and involvement in capacity-building efforts.
  • Reach out to other experts/lecturers with specific knowledge and expertise, and engage them for the entirely/a portion of the training course, if needed.
  • Keep an eye on regional training programs, to avoid duplication of efforts but also to ensure good coordination and synergy where needed. Consider joint training programs or back-to-back events where appropriate.
  • Supervise and collaborate with the Capacity Building Research Associate to develop the directory and set up meetings (online or in person) to take appointments.

Implementation of the training sessions in the ASEAN

  • Prepare and execute the capacity building trainings in the ASEAN region under different formats: (1) 100% online, (2) hybrid format, (3) attendees gathering in Jakarta (ERIA office), (4) attendees gathering in one ASEAN country, or (5) visiting different ASEAN countries (roadshow) where attendees are located (instead of gathering them in one city).
  • Be in charge not only of the substance of the training courses (concept note, training material, invitation lists, agenda), but also a good part of the logistics (target city identification, suitable location, travel plan).
  • Supervise and collaborate with the Capacity Building Research Associate to prepare the upcoming training course by ensuring substantial, administrative and logistical aspects of the implementation.

Reporting, follow-up, and communication

  • During and after the training, conduct feedback surveys among the participants to ensure that they have improved their capacity and the understanding of the subject matter. The effectiveness of the training course should be reported to the Director and the Senior Research Fellow.
  • Taking into consideration the feedback from the training course, further improve the on-going capacity building training, or improve the material/training modules for the next cycle.
  • Take photos of the trainings scene (if appropriate) and draft an online summary article to share the objectives and results on the Regional Knowledge Centre’s website.
  • Follow up with the trainees and ensure their understanding, integration and the utilization of the knowledge gained.
  • Document lessons learned and/or success stories from capacity building activities, collaborate with the Communication Officer and the Knowledge Management Associate to create key messages/online content for wider dissemination.
  • Supervise and collaborate with the Capacity Building Research Associate to conduct feedback survey, collect attendance list, record training course summaries, and take aways, and prepare reports.

Technical qualifications

  • Experience in development and oversight of technical capacity building programs, training material development or academic teaching is required.
  • Substantive experience having worked in the field directly related to marine plastic pollution, plastic pollution, waste management, plastic recycling, marine biology, or plastic material flow is necessary.
  • Previous working or studying experience in at least two countries outside of the home country.
  • Experience in organizing online, hybrid and in-person events, meetings, seminars etc. is necessary.
  • Strong ability to interact with multi-disciplinary set of experts, participants and consultants and facilitate oral and written communication is needed.
  • Experience working for governmental and/or non-profit programs or organizations is an asset.
  • Knowledge of digital content production, especially for effective communication is highly desired.

Requirements

Education: University Degree in waste management, environmental science, economics of development, environmental policy, marine biology or plastic chemical engineering or other related fields is required. A master’s degree or a PhD will be an asset.

Experience: At least 5 years of demonstrated relevant working experience (i.e. capacity building in marine plastic pollution, plastic pollution, waste management, plastic recycling, marine biology, or plastic material flow) is needed.

International exposure: Previous substantive working or studying experience in at least two countries outside of the home country is required.

Language: Excellent command of English, (written, speaking) including highly developed report redaction skills is crucial.

Duty Station

The Capacity Building Expert is expected to be based in the ERIA office in Jakarta. As of September 2024, ERIA operates under 100% Work from Office modality.

Remuneration and allowances

Competitive international salary with housing and other allowances.

Contract to be renewed every year, subject to satisfactory performance, up to 3 years.
