About us
Forestdale’s roots go back 168 years, when a group of women affiliated with a church in Brooklyn founded an industrial school for children, which in 1980 became Forestdale. Forestdale is the only child welfare agency headquartered in Queens, with an exclusive focus on the particular needs of Queens' and Brooklyn communities & families. While traditional child-welfare programs are typically designed to ensure the safety of children, Forestdale is committed to going beyond the basics by actively pursuing cutting-edge and evidence-based approaches to address the changing needs of low-income families across Queens and Brooklyn. We embody this commitment by providing a comprehensive continuum of services to help children and families heal from trauma and overcome inter-generational cycles of poverty.

This is a great summary of the achievements and needs for child welfare.
COFCCA Statement on Final State Budget The New York State budget invests in the human services workforce, includes additional funding for child welfare workforce, and restores critically important health home services for children. While we celebrate these investments, we remain concerned about the future viability of critical human services programs impacting over 900,000 children and families across New York. We applaud the inclusion of a 2.84% Human Services Cost of Living Adjustment (COLA), along with increased funding for the child welfare worker incentive scholarship program to support retention in the child welfare field. The final COLA is less than the 3.2% collective ask from the sector, necessary to keep up with inflationary growth. COFCCA will continue to advocate for workforce supports across the spectrum, to address the field’s currently unprecedented high turnover and vacancy rates—illustrating the need for salary enhancements in addition to a flexible COLA and workforce scholarship and loan forgiveness supports. We are also thankful to see that the state has restored funding for the Health Homes Serving Children program, ensuring continuation of care coordination, a critical support for families at a time when needs are increasing. Ultimately, the final budget does not address an urgent and pressing need to ensure that New Yorkers have continued access to critical programs and services, and that survivors can access justice through the suits they have brought forward under the state’s Child Victims Act. Government relies on nonprofit programs to serve New Yorkers-- through a wide array of programs and services – including behavioral health, intellectual/developmental disabilities, special education, early childhood, after school, anti-violence programs, and housing. In the legislative session ahead, we urge the state to act to create a Child Victims Act fund that honors survivors and that assures New Yorkers’ continued ability to access vital services.

BIG NEWS: @NYCMayor just announced that City-contracted human services workers will receive over 9% in wage increases over the next 3 years. This is a major win for #JustPay and is the result of thousands of calls, emails, and actions from human services workers! Here’s what to expect: A 3% cost-of-living adjustment (COLA) for FY25 – on top of the $170 million already allocated for the Workforce Enhancement Initiative from the last two years A 3% cost-of-living adjustment for FY26 A 3% cost-of-living adjustment for FY27 Since we launched the JustPay campaign in 2021, we’ve been calling on the City to make long-overdue investments in the essential human services workforce. There is much more advocacy to do to ensure human services workers are paid fairly. However, with decades of divestment and underfunding, this City COLA announcement is a step in the right direction. Enhanced funding for scholarship and student loan forgiveness for child welfare workers 3. State reimbursement to counties for Preventive Services at a higher rate from 62-75% #humanservice
