About us

Our presence in the Mediterranean region ICMPD is actively engaged in the Mediterranean region since 2001. 15 years later, underlining the importance of the region, ICMPD opened its first Regional Office in Malta, in 2016. The Regional Office for the Mediterranean, oversees ICMPD’s engagement in the region. It further hosts a number of multi-country regional projects implemented across the Middle East and North Africa. ICMPD firmly believes in the decentralisation of its operations and in the implementation of its activities as close as possible to the action, and in close collaboration with its partners. As such, ICMPD in the Mediterranean currently comprises three Field Offices, in Jordan, Libya and Tunisia, and one Project Office, in Lebanon.

    🤝 We are delighted to announce that Ireland is the 21st Member State to join ICMPD’s work in finding innovative solutions to regional migration challenges. Ireland holds an active role in migration dialogues supported by ICMPD, such as the Budapest Process and Prague Process; as well as developing a guide to integrate recently arrived migrants in the region (SPRING); policy research, information sharing, and capacity-building on the Medical Country of Origin (MedCOI) initiative; and in developing methods and strategies to assist survivors of trafficking, sexual abuse, and exploitation of children particularly those committed using online channels (HEROES Project). Irish Minister for Justice Helen McEntee TD, said: 💬 “Global migration is increasingly complex and multifaceted. Ireland cannot go it alone; effective migration policy cannot be developed or implemented in isolation. Ireland becoming a member of the International Centre for Migration Policy Development is very welcome, and brings a wealth of expertise which will be an invaluable resource to Irish policymakers." Through the delivery framework of #MigrationCapacityPartnerships for the Mediterranean, driven by Multi-Dimensional Governance🔴, Professionalisation🔵, Modernisation🟢, and Communication🟡, we uphold the notion of 𝙟𝙤𝙞𝙣𝙩 𝙡𝙚𝙖𝙙𝙚𝙧𝙨𝙝𝙞𝙥 and 𝙨𝙝𝙖𝙧𝙚𝙙 𝙧𝙚𝙨𝙥𝙤𝙣𝙨𝙞𝙗𝙞𝙡𝙞𝙩𝙮, strengthening efforts that aim to ensure safety and protection for those affected. 🤝 For over 20 years, ICMPD has been at the forefront of combating human trafficking, guiding stakeholders toward coordinated national and regional actions in policy and legislation, capacity development, victim rights protection, and the gathering and analysis of trafficking-related data.📊 #TogetherWeDeliver

    Today is World Day Against Trafficking in Persons 🌍 ICMPD emphasises the importance of cooperative frameworks that promote cross-border and multi-agency collaboration to combat the trafficking of human beings (THB) and ensure victim protection. Migrants on the move and those seeking refuge, including women and children, are particularly vulnerable to criminal syndicates and human traffickers. 📌 An efficient anti-trafficking response requires evidence-based knowledge and systematic ongoing monitoring and evaluation. 📌 Research, data collection and analysis are crucial to fostering situational awareness, understanding trends, and addressing knowledge gaps and implementation challenges. For over 20 years, ICMPD has provided expertise to combat THB by guiding stakeholders toward coordinated national and regional actions in policy and legislation, capacity building, victim protection, and gathering and analysing trafficking-related data.     🌟 Exciting Milestone Achieved! 🌟 We are excited to announce the successful completion of 10 National Pilot Trainings conducted by 9 highly skilled national trainers who were certified during the project's second phase. These trainings were delivered to 200 participants from the Jordanian Security Agencies. These trainings aim to share knowledge, enhance the capabilities of officers on the front lines, and refine the skills of national trainers in delivering trainings. They also aim to bridge the first and second phases by sustaining the work of national trainers who were trained in the first phase and leveraging their expertise to support new trainers. Some of these training sessions took place at Jordanian land border crossing points, providing a practical and impactful learning environment.     📌 Highlights from the Consultative Workshop on the Human Rights Training Module 📍 Tunis, Tunisia – 📆 15-18 July 2024 Last week, the EU-funded "EU Training Support to Libya’s Border Security and Management Institutions (EUBMTLY)” project launched the initial work to develop a human rights training module through a four-day Consultative Workshop, which was attended by representatives from the Libyan Ministry of Interior, Ministry of Defence and Libyan Customs Authority. The event provided a valuable opportunity to discuss human rights and the importance of using a human rights-based approach in border security and management training. It covered the international human rights framework and evaluated the training needs of the participating institutions. Through interactive discussions, case studies, and practical exercises, participants were able to define training objectives for a human rights training module that meets the specific needs of their institutions. Thanks to the insights gained from this workshop, the project team, in collaboration with Libyan colleagues, will develop a tailored training module based on the participants' constructive feedback. This module will be the foundation for delivering a vocational train-the-trainer course and conducting further training sessions. Additionally, as part of the broader institutional development, the training curriculum will be integrated into the national training program. Libyan trainers will lead the very first institutionalized training session on human rights, teaching their peers and setting a precedent for future training. This initiative is part of the project “EU Training Support to Libya’s Border Security and Management Institutions (EU-BMT-LY)”, funded by the European Union and implemented by ICMPD.     It has been a busy few weeks in June and July for the Czech-funded project “Advancing Libya’s Border Security and Management (ALBSaM)”! See below for a short overview: 1.   Successfully concluded bilateral workshops with the Prime Minister’s Office, Ministry of Interior and the Libyan Customs Authority for the finalisation of the draft border management strategy and setting a timeline for the upcoming activities. 2.   Completed the preparation for the provision of technical support to the Ministry of Interior, Ministry of Defence, and Libyan Customs Authority, now advancing towards the contracting phase . 3.   Participated in a conference and study visit in Amman, Jordan, to exchange views on the modernisation of Integrated Border Management (IBM) systems and their practical applications. Coming up: 1.   Translation of the finalised draft border management strategy and submission for further processing to the Supreme Committee for migration and border management, chaired by the Libyan Ministry of Interior. 2.   Preparation for a series of activities to pilot the establishment of a Strategic Risk Analysis Unit for law enforcement agencies, including a preparatory workshop for the Ministry of Defence in August. #CzechRepublic #CzechFunded #ICMPDinLibya #MigrationCapacityPartnerships #MCPinAction #TogetherWeDeliver

    Regional Networking and Capacity Development in Economic Diplomacy and Effective Diaspora Engagement 🤝 In the framework of the partnership between The Training Institute on Migration Capacity Partnership for the Mediterranean (MCP Med TI), the ProGres Migration Tunisia project and ICMPD in Tunisia a training on the Economic Diplomacy and Role of Diaspora was concluded in Tunis, Tunisia 🇹🇳. Held from 15-19 July 2024, the training brought together trainers and trainees from Jordan 🇯🇴 , Lebanon 🇱🇧 and Tunisia 🇹🇳 and provided EU-recognised 🇪🇺certificates to representatives from the Ministry of Foreign Affairs (MFA) and the Ministry of Social Affairs (MSA) of Tunisia, as well as the Ministry of Foreign Affairs (MFA) and the Ministry of Interior (MOI) of Jordan. 📚 This comprehensive programme aimed to foster participants knowledge and skills to effectively engage with diaspora communities. The training included interactive discussions, case studies, role plays, and group activities. Key topics covered included: 1️⃣ The importance of trade in diplomatic missions and the responsibilities of trade representatives 2️⃣ The significance of remittances and diaspora investment 3️⃣ The roles of diaspora in heritage tourism and how to capitalise on them 4️⃣ Global trends and challenges in diaspora knowledge transfer and talent attraction mechanisms 5️⃣ Tools and best practices for diaspora data collection and outreach We extend our heartfelt thanks to ICMPD in Tunisia and the ProGreS Migration project for their invaluable support in making this training a success.     I had the privilege to accompany the Director General of ICMPD, Mr. Michael Spindelegger, at the ministerial event "Trans-Mediterranean Migration Forum" in Tripoli on 17th July 2024. Mr. Spindelegger was invited by the Government of National Unity of the State of Libya. The forum saw representation from many nations by their top diplomats, including the Prime Ministers of Italy, Malta, Chad, and Libya; Vice President of the European Commission, Mr. Margaritis Schinas; dozens of ministers; migration experts; Head of Mission of EUBAM, Jan Vyčítal; and key UN agencies such as UNHCR and IOM. The event featured a packed program, reflecting the complexity and urgency of migration issues. It will take time to analyze the results and determine if this marks a starting point or a continuation of ongoing efforts. However, there is a shared understanding among the represented states: migration is a complex issue, and "patching the holes" is no longer a viable policy. Yet, the sense and desire for genuine cooperation may have never been stronger. Let's make the best use of this opportunity. #Libya
