Shaping the Future of Refugee Labour Mobility in Europe 🌍 This week Pathways International was in Brussels to participate in the Displaced Talent for Europe conference. The event brought together policy-makers, practitioners, employers, civil society actors and displaced workers to shape the future of refugee labour mobility to the European Union. Our Europe Director Lukas Trötzer shared reflections on innovative financing options to scale pathways for displaced workers during a workshop moderated by David Manicom from Talent Beyond Boundaries (TBB) and Fragomen, along with Claudia Barbarano from DLA Piper, and Audrey Hickcox from IOM - UN Migration. Irene de Lorenzo-Cáceres Cantero moderated a panel discussion where Mauro Gagliardi from the European Commission, Paola Alvarez from the IOM Global Office Brussels, Jamila E. Masbahi from the Department of Work of Flanders, and Fatima Aydin from Fragomen reflected on the kind of legal frameworks we need to grow labour pathways to EU Member States. Day 2 of the Displaced Talent for Europe (DT4E) Conference has wrapped up with inspiring discussions and actionable insights! 🌍 Today’s conversations highlighted innovative solutions and key challenges for labour pathways for displaced talent across Europe. Here are some key takeaways: ✨ Existing labour migration pathways should be further expanded, streamlined and made more accessible for displaced talent, while ensuring protection safeguards, prevention of exploitation, and stronger coordination between European and national stakeholders. 💡 Innovative finance models, like the Refugee Impact Bond and income-share mechanisms, are emerging and should be leveraged to support sustainable labour mobility, going beyond traditional financing methods. 🛠️ Bridging the gap between talent and employers requires, amongst other things, improved online tools for skills assessment and training pre- and post-hiring. 🎓 Streamlined processes for recognition of skills and training are critical to addressing healthcare labour mobility of displaced talent and beyond. A big thank you to everyone who contributed to today’s discussions, and to Gianluca Rocco from the IOM Global Office Brussels and Olivier Sterck from Oxford University for their insightful closing remarks. Many employers across Europe are facing a growing shortage of skilled workers, driven in part by the natural decline in the working-age population. At the same time, worldwide over 120 million displaced persons cannot enjoy their right to work and access international mobility opportunities due to their displacement status. Bridging these two challenges, the Displaced Talent for Europe #DT4E initiative has established an innovative legal labour pathway that connects displaced individuals from Jordan and Lebanon with European employers. #DT4E is funded by the European Union, and implemented by IOM in cooperation with Talent Beyond Boundaries, Fragomen, Fedasil, and AIMA I.P.
