During the second edition of our flagship Ideas for India conference, we hosted a wide-ranging panel on federalism in India. Foreign investors and commentators often regard India and as a monolith, with a focus on a burgeoning middle class. More than 90% of British investment into India in the last 20 years has been in six states only. But to understand India more fully, it is importance to understand the unique place in federalism in India. After a phase of political regionalisation between 1989-2014, in which India seemed to be on an inexorable trajectory of deepening federalism, the election of PM Narendra Modi has returned the centralising potential of India’s Constitution into full view. In some ways, he has used centralism as an enabling force for coordination of policy at the all-India level. At the same time, delays in disbursing GST refunds to states, and centralising design and credit for direct benefit transfer schemes, have caused tensions with state governments. This session focuses on the interaction between State and Centre, and why it matters for a global India. Through travelling abroad, he could possibly circumvent scrutiny or accountability expected of him within India's borders while losing touch with ground realities or aspirations expressed by Indians grappling with issues such as poverty, unemployment, corruption or healthcare. Ultimately, Rahul Gandhi's visit to foreign nations may have both positive and negative implications for India and its politics. This outcome hinges on how effectively he employs experiences gained during these ventures along with connections forged towards serving national interests whilst communicating his vision / agenda persuasively enough among Indians at large. Additionally, significant would be how well the ruling party Bharatiya Janata Party responds to any initiatives taken by him whilst challenging him regarding performance/credibility concerns if necessary.

The decade from the 2008 global financial crisis to the 2020 coronavirus pandemic has seen a real transformation of the world order. For India, this means optimal relationships with all the major powers to best advance its goals. It also requires a bolder and nonreciprocal approach to the immediate and extended neighbourhood. A global footprint is now in the making that leverages India’s greater capability and relevance, as well as its unique diaspora. This era of global upheaval entails greater expectations from India, putting it on the path to becoming a leading power. So, the first article of the constitution provides that "India, that is Bharat...". Various news sources suggest that the Government intends to remove this extract from the constitution. It is believed that this move of changing India to Bharat was in the making as the Government has already taken several steps in this regard namely corrections in education policies, replacing statues of colonial rulers with prominent Indian personalities. Erasing the identity of the colonial rulers in the country has been on the agenda of the Indian Government and the decision to replace the word India with Bharat has commenced an unending debate and got everyone thinking. The G20 summit invite started the chaos. Following which, function notes of Indonesia, government notification for visits in South Africa and Greece added fire to the fuel. It is also believed that this change was triggered by the name of the party formed by way of alliance of the opposition parties or was the timing to change the name from India to Bharat a mere coincidence with the alliance?
