"تعزيز الجودة والمساءلة في المساعدات الإنسانية: إطلاق المعيار الإنساني الاساسي في الجودة والمساءلة لعام 2024" ✨ بعد الاطلاق العالمي للمعيار الانساني المحدث في جنيف بتاريخ 21 مارس 2024، تقوم مؤسسة بناء للتنمية بإطلاق المعيار الإنساني الأساسي المحدث على المستوى القطري . وقد تم التدشين للاطلاق بتاريخ 08 مايو في محافظة مأرب، وسيعقبه سلسلة من الفعاليات لاطلاق المعيار الإنساني المحدث في كلا من: اليمن (عدن - المكلا - صنعاء ) ، السودان (بورتسودان). يأتي هذا الإنجاز نتيجة الجهود التعاونية التي بذلتها العديد من المنظمات والأفراد الملتزمين بتعزيز الجودة والمساءلة يحدد المعيار الإنساني الأساسي في الجودة والمساءلة (CHS) تسعة التزامات لضمان دعم المنظمات للأشخاص والمجتمعات المتضررة من الأزمات بطريقه تحترم حقوقهم وكرامتهم وتعزز دورهم الأساسي في إيجاد حلول للأزمات التي يواجهونها. تهدف هذه المبادرة إلى تنسيق ومواءمة الجهود بين مختلف الجهات بهدف تعزيز المبادئ الإنسانية وتقديم المساعدات بشكل فعّال. وقد تم نشر المعيار الإنساني الأساسي لأول مرة في ديسمبر 2014 وتم تحديثه على مدار عامين 2022-2024 من قبل كلا من CHS Alliance, Sphere, URD Group، للتأكد من أنه لا يزال يفي بالغرض من خلال ضمان ان المعيار يستجيب لتوقعات الأشخاص والمجتمعات، والخبرات اثناء تطبيقه. كما تم دمج تطور السياق الإنساني والتنموي بشكل صحيح في المعيار. "Enhancing Quality and Accountability in Humanitarian Aid: Launching the Updated Core Humanitarian Standards CHS Edition 2024 on Quality and Accountability"🌟 Following the Global launch of the updated COre Humanitarian Standards CHS in Geneva on 21 March 2024, Building Foundation for Development (BFD) is launching the updated Core Humanitarian Standard (CHS) at country level. The launch took place on May 8 in Ma’rib Governorate, which will be followed by a series of launch events of the updated CHS in: Yemen (Aden - Al-Mukalla - Sana’a). Sudan (Port Sudan) This achievement is the result of collaborative efforts by many organizations and individuals committed to enhancing quality and accountability. The Core Humanitarian Standard on Quality and Accountability (CHS) sets out nine commitments to ensure that organizations support people and communities affected by crises and vulnerabilities in ways that respect their rights and dignity and reinforce their essential role in finding solutions to the crises they face. This initiative aims to coordinate and harmonize efforts between different actors with the aim of promoting humanitarian principles and effective aid delivery. The core humanitarian standard was first published in December 2014 and has been updated over the years 2022-2024 by CHS Alliance, Sphere, and URD Group to ensure that it remains fit for purpose by ensuring that commitments continue to respond to the expectations of people and communities, and experience applying the standard. The evolution of the humanitarian and development context is also properly integrated into the standard. **القوانين المطبقة:** **الفقرة الثالثة من المادة “18” مكرر ثانيا من القانون رقم 25 لسنة 1929** **أجر المسكن قبل الطلاق:** للزوجة أو الحاضنة الحق في طلب أجر مسكن قبل الطلاق عن طريق رفع دعوى تطلب نفقة بأنواعها الثلاثة للأطفال، والتي تشمل المأكل والملبس والمسكن، أو دعوى تطلب أجر المسكن فقط. إذا رفعت الزوجة دعوى تطالب فيها بالنفقة بأنواعها الثلاثة وما زالت العلاقة الزوجية قائمة، فإنها تطلب النفقة بأنواعها الثلاثة أو أجر المسكن للطفل، ولكن يتم الحكم بهذا الطلب بعد الطلاق. وإذا حُكم للأم بنفقة بأنواعها الثلاثة ورفعت دعوى أخرى لأجر المسكن أو النفقة بأنواعها الثلاثة للطفل، يجب أن يكون الطفل لا يقيم معها. وإذا كانت الأم تطلب النفقة لها بأنواعها الثلاثة قبل الطلاق، فإنه يحق لها بعد الطلاق أن تطلب أجر المسكن أو التمكين من مسكن الزوجية. **أجر المسكن بعد الطلاق:** في حالة طلب الأم أجر مسكن لها وللطفل، يجب الحكم بأجر مسكن واحد لهما. أما في حالة الطلاق البائن، فلا يحكم إلا بأجر مسكن حضانة الطفل بشرط توافر شروط استحقاقه، حيث لا تستحق المطلقة بائناً أجرة سكن من مطلقها. **Applicable Laws:** **Paragraph 3 of Article 18, amended second, from Law No. 25 of 1929** **Housing Allowance Before Divorce:** A wife or custodian has the right to request a housing allowance before divorce by filing a lawsuit demanding the three types of alimony for the children, which include food, clothing, and housing, or by filing a lawsuit specifically for housing allowance. If the wife files a lawsuit demanding the three types of alimony while the marital relationship is still ongoing, she can request the three types of alimony or housing allowance for the child, but the ruling is made after the divorce. If the mother is awarded the three types of alimony and files another lawsuit for housing allowance or the three types of alimony for the child, the child must not reside with her. If the mother requests the three types of alimony before divorce, she has the right after divorce to request housing allowance or to be enabled to remain in the marital home. **Housing Allowance After Divorce:** If the mother requests a housing allowance for herself and the child, one housing allowance should be granted for both. (الجمعية التأسيسية) الجمعيات العامة تعد هي حلقة الوصل بين مجلس الإدارة والمساهمون في شركات المساهمة لمناقشة الموضوعات وإتخاذ القرارات المتعلقة بالشركة وإدارتها، وتتكون تلك الجمعيات من ثلاثة أنواع وسنعرض كلا منهم علي حده فيما يلي: أولا: الجمعية التأسيسية. ثانيا: الجمعية العامة العادية. ثالثا: الجمعية العامة غير العادية. ولنتناول مع حضراتكم الجمعية التأسيسية تفصيلا وتأسيسا لما جاء في القانون رقم 159 لسنة 1981 في صورة سؤال وجواب بالشكل التالي: س| كيف ومتي تنعقد الجمعية التأسيسة؟ ج/ تنعقد الجمعية التأسيسية للشركة بناء على دعوة جماعة المؤسسين أو وكيلهم، في خلال شهر من قفل باب الإكتتاب أو إنتهاء الموعد المحدد للمشاركة أو تقديم تقرير بتقويم الحصص العينية أيهما أقرب . (المصدر المادة رقم 26 من القانون) س/ من لهم الحق في حضور الجمعية التأسيسية؟ ج/ ويكون من حق جميع الشركاء حضور هذه الجمعية أيا كان عدد أسهمهم أو مقدار حصصهم وتبني اللائحة التنفيذية إجراءات ومواعيد الدعوة والبياانت اللازمة لها وكيفية نشرها والجهات التي يتعين إبلاغها. (المصدر المادة رقم 26 من القانون) س/ كيف يتكون هيكل الجمعية التأسيسية؟ ج/ يتولي رئاسة الجمعية التأسيسية أكبر المؤسسين أسهما أو حصة، وتنتخب الجمعية أمين سر وجامعي أصوات، ويوقع الرئيس وأمين السر وجامعي الأصوات علي محضر الجلسة. (المصدر المادة رقم 26 من القانون) س/ ما هو النصاب القانوني اللازم لصحة إجتماع الجمعية التأسيسية؟ ج/ يشترط لصحة اجتماع الجمعية التأسيسية حضور عدد من الشركاء يمثل نصف رأس المال المصدر علي الأقل. وإذا لم يتوافر في الإجتماع النصاب المنصوص عليه في الفقرة السابقة وجب توجيه الدعوة لإجتماع ثاني يعقد خلال 15 يوما من الإجتماع الأول، وتحدد اللائحة التنفيذية إجراءات وبيانات الدعوة الثانية. ويكون الإجتماع الثاني صحيحا إذا حضره عدد من الشركاء يمثل ربع رأس المال المصدر على الأقل. وتصدر قرارات الجمعية التأسيسية بأغلبية الأصوات المقررة لأسهم أو حصص الحاضرين، ما لم يتطلب القانون أغلبية خاصة في بعض الأمور. (المصدرالمادة رقم 27 من القانون) س/ ما المسائل التي تختص بنظرها الجمعية التأسيسية؟ ج/ تختص الجمعية التأسيسية بالنظر في المسائل التالية: تقويم الحصص العينية على النحو الوارد بهذا القانون. تقرير المسئولين عن عملية تأسيس الشركة والنفقات التي استلزمها. الموافقة على نظام الشركة، ولا يجوز للجمعية إدخال تعديلات عليه الا بموافقة المؤسسين والأغلبية العددية للشركاء الممثلين لثلثى رأس املال على الأقل. المصادقة على اختيار أعضاء مجلس الإدارة الأول ومراقب الحسابات. Alignment with strategic objectives KPIs should be directly linked to the organisation’s overall strategic goals and objectives and must measure progress towards those goals and provide actionable vision to assist in decision-making. 2. Clarity and simplicity KPIs should be easy to understand for all involved and must be clear, concise, and easy to measure. 3. Relevance and accuracy KPIs should accurately reflect the performance of an organisation or team and be relevant to the specific goals they are trying to achieve, and the data used to track KPIs should be accurate, reliable and regularly updated. 4. The actionable vision KPIs should provide actionable vision that teams can use to make informed decisions and take corrective action when necessary, and help identify areas that can be improved and guide teams towards achieving their goals. 5. Continuous improvement Key performance indicators should be reviewed regularly and updated to ensure that they remain relevant and aligned with the organisation’s goals, and also encourage teams to continuously improve their performance and strive for excellence. By focussing on these key factors, the organisation can ensure that KPIs are effective tools for measuring and tracking performance towards the set goals.

"5 عوامل لنجاح مؤشرات الأداء الرئيسية (KPIs)" 1. التوافق مع الأهداف الاستراتيجية يجب ربط مؤشرات الأداء الرئيسية بشكل مباشر بأهداف وأهداف المؤسسة الإستراتيجية العامة ويجب أن تقيس التقدم نحو تحقيق تلك الأهداف وتوفر رؤيه قابلة للتنفيذ للمساعدة في اتخاذ القرارات. 2. الوضوح والبساطة يجب أن تكون مؤشرات الأداء الرئيسية سهلة الفهم لجميع المعنيين ويجب أن تكون واضحة ومختصرة وسهلة القياس. 3. الصلة والدقة يجب أن تعكس مؤشرات الأداء الرئيسية بدقة أداء المؤسسة أو الفريق وتكون ذات صلة بالأهداف المحددة التي يحاولون تحقيقها ، وأن تكون البيانات المستخدمة لتتبع مؤشرات الأداء الرئيسية دقيقة وموثوقة وتحديثها بانتظام. 4. الرؤيه القابلة للتنفيذ يجب أن توفر مؤشرات الأداء الرئيسية رؤيه قابلة للتنفيذ يمكن للفرق استخدامها لاتخاذ قرارات مستنيرة واتخاذ إجراءات تصحيحية عند الضرورة، وأن تساعد في تحديد المجالات التي يمكن تحسينها وتوجيه الفرق نحو تحقيق أهدافها. 5. التحسين المستمر يجب مراجعة مؤشرات الأداء الرئيسية بانتظام وتحديثها لضمان استمرار صلتها وتوافقها مع أهداف المؤسسة، وأيضًا تشجيع الفرق على التحسين المستمر لأدائها والسعي نحو التميز. من خلال التركيز على هذه العوامل الرئيسية، يمكن للمنظمة ضمان أن مؤشرات الأداء الرئيسية هي أدوات فعالة لقياس وتتبع الأداء نحو الأهداف المحددة.

Issuing bonds/treasurybills or what we call the “open market operations” is a tool that CBE can use beside other tools discount rate and reserve requirments in order to control the money in circulation. The central bank has been issuing OMOs and increasing reserve requirments lately in order to limit the liquidity in the market and this gives us a confirmation that the CBE will hold the interest rates steady tomorrow.

يعتزم البنك المركزي المصري، طرح أذون خزانة نيابة عن وزارة المالية بقيمة إجمالية بلغت 70 مليار جنيه بموعد نهائي للتقديم غدًا الخميس 1 فبراير 2024. أظهرت بيانات البنك المركزي أن إجمالي قيمة العطاء تتوزع إلى طرحين، يبلغ قيمة الطرح الأول 35 مليار جنيه لأجل 182 يوماً. فيما تبلغ قيمة الطرح الثانى 35 مليار جنيه لأجل 364 يوماً. وتستدين الحكومة من خلال سندات وأذون الخزانة على آجال زمنية مختلفة، وتعد البنوك الحكومية أكبر المشترين لها. وكانت لجنة السياسة النقدية للبنك المركزي المصري قررت في اجتماعها يوم الخميس الموافق 21 ديسمبر 2023 الإبقاء على أسعار الفائدة دون زيادة عند مستوى 19.25 للإيداع و20.25 للإقراض. وستعقد اللجنة غدًا الخميس اول اجتماعاتها في عام 2024. وقبل قرار المركزي في اجتماع ديسمبر تباينت توقعات المحللين وبنوك الاستثمار ما بين الإبقاء على أسعار الفائدة دون تغيير أو رفعها، وذلك في ظل توقعات تترقب تحرير جديد لسعر صرف الجنيه المصري أمام العملات الأجنبية في إطار مفاوضات تجري حاليًا مع صندوق النقد الدولي لتحديد خطة زمنية جديدة لبرنامج القرض المتفق عليه في ديسمبر 2022 ورفع قيمته. #MubasherBanks

وزير المالية: تحصيل ضريبة القيمة المضافة بالعملة الأجنبية يسري فقط على السلع والخدمات التى يُدفع ثمنها أو مقابلها بالعملة الأجنبية للجهات المرخص لها تحصيل ضريبة القيمة المضافة بالعملة الأجنبية يقتصر على الجهات المرخص لها بالتعامل بالعملة الأجنبية القرار لا يسري على عمليات الاستيراد خصم الضريبة على مدخلات الإنتاج أو المشتريات بذات العملة قبل السداد _______________ أكد الدكتور محمد معيط وزير المالية، أن قرار تحصيل ضريبة القيمة المضافة بذات العملة الأجنبية التى تم بها سداد قيمة السلعة أو مقابل الخدمة، لا يسرى على عمليات الاستيراد بل يقتصر فقط على السلع والخدمات التى يُدفع ثمنها أو مقابلها بالعملة الأجنبية للجهات المرخص لها بالتعامل بهذه مثل الخدمات السياحية للأجانب ويتم خصم قيمة الضريبة المسددة على المشتريات من قيمة الضريبة المحصلة بالعملة الأجنبية. أوضح الوزير، أنه يجوز أداء الضريبة بالجنيه المصري متى قدم المكلف بتحصيل الضريبة ما يفيد أنه قام بالتنازل عن مبلغ بالعملة الأجنبية يساوي أو يزيد على مبلغ الضريبة خلال الشهر التالي لتحقق الإيراد لأحد البنوك المسجلة لدى البنك المركزي. أكد الوزير، أننا حريصون على تحصيل مستحقات الخزانة العامة للدولة، على النحو الذي يسهم في تحقيق العدالة الضريبية، لافتًا إلى أنه مثلما تقرر تحصيل ضريبة القيمة المضافة بالعملة الأجنبية في حالة سداد قيمة السلعة أو مقابل الخدمة بالعملة الأجنبية، للجهات المرخص لها بالتعامل بالعملة الأجنبية، سيتم أيضًا خصم ضريبة القيمة المضافة على مدخلات الإنتاج أو المشتريات بذات العملة الأجنبية قبل سداد الضريبة المستحقة على القيمة المضافة.

Bou-Said: The judiciary will pronounce its decisions regarding the crimes of Gaza.. من أخطر ما نواجهه في هذه المرحلة الحرجة في أحداث الشرق الأوسط وخصوصاً حرب غزة ومنذ انطلاقتها، هي ازدواجية المعايير المتبعة من قبل بعض الدول التي تصرح عكس ما تبطنه، ونحن ندرك علم اليقين ما يدور حول هذه التصريحات وما يقومون به من ضغوطات سياسية لعرقلة مسار التحقيقات والجرائم التي وقعت وما زالت مفتوحة. المطالبة لهذه الدول في بيانات ما عاد لها أي جدوى، المطلوب أخذ إجراءات عملية ضاغطة على إسرائيل من أجل إجبارها لوقف العمليات العسكرية وترك القضاء الدولي يعمل وفق المعايير المنصوص عليها في تشريعاته حتى يتم الحكم إيجاباً أو سلباً. الكل مدرك أن هذه المحاكم ستصدر قراراتها عاجلاً أم آجلاً، وهنا يتسابق البعض على ضمان ذلك لصالح الإنسانية التي أُصيبت في مقتلها نتيجة سياسات ومحاولة الوصول لبعض الحكومات من فوق الطاولة أحيانا ومن تحتها أحياناً أخرى على تسوية تُخرج اسرائيل من المحاسبة ضد الإنسانية... One of the most dangerous things we face at this critical stage in the events of the Middle East, especially the Gaza war since its inception, is the double standards followed by some countries that declare the opposite of what they conceal, and we know with certainty what is going on around these statements and the political pressure they are exerting to obstruct the course of investigations. And the crimes that occurred and are still open. Demanding statements from these countries is no longer of any use. What is required is to take practical pressure measures on Israel in order to force it to stop military operations and leave the international judiciary to work according to the standards stipulated in its legislation until the ruling is made positive or negative. Everyone is aware that these courts will issue their decisions sooner or later, and here some are racing to ensure that for the benefit of humanity, which has been killed as a result of policies and the attempt by some governments to reach a settlement, sometimes from above the table, and sometimes from below it, to reach a settlement that will remove Israel from accountability against humanity. The Maya Declaration is a global initiative aimed at promoting financial inclusion. The key objectives of the declaration include: Promoting Financial Inclusion: Ensuring that more people, especially in developing countries, have access to financial services like savings accounts, loans, and insurance. Creating Enabling Policies: Encouraging the adoption of innovative policies that allow for the development and expansion of financial services while ensuring consumer protection. Sharing Knowledge and Experiences: Encouraging collaboration between countries to share best practices and knowledge on financial inclusion strategies. Tracking Progress: Member institutions voluntarily set measurable targets to improve financial inclusion in their countries and report on progress. The Maya Declaration has since become a key platform for financial regulators worldwide to drive inclusive financial systems, using technology and innovation as tools to enhance access to banking and financial services.
