During the second edition of our flagship Ideas for India conference, we hosted a wide-ranging panel on federalism in India. Foreign investors and commentators often regard India and as a monolith, with a focus on a burgeoning middle class. More than 90% of British investment into India in the last 20 years has been in six states only. But to understand India more fully, it is importance to understand the unique place in federalism in India. After a phase of political regionalisation between 1989-2014, in which India seemed to be on an inexorable trajectory of deepening federalism, the election of PM Narendra Modi has returned the centralising potential of India’s Constitution into full view. In some ways, he has used centralism as an enabling force for coordination of policy at the all-India level. No question is wrong. Only answers can be incorrect. Need of the hour? India has decided to publish its own Democracy Index. This new index will provide a fresh perspective on India's democracy. As the saying goes, "you get the government you deserve." This holds true for every aspect of a system, governance, and practice. When a system doesn't work, you can either fix it or build your own. While the former may not always be possible, the latter is more empowering. India has always challenged western ratings indexes and agencies, but now it has run out of patience. This move towards transparency will allow for authentic methodology and transparent test results to be published. No sector was left untouched from scams and policy paralysis. The world had given up on India. From there, it’s been a glorious turnaround. Powered by 140 crore Indians, our nation is creating new records of development. We have become the fifth largest economy and crores of people have been freed from poverty. Our schemes have reached all parts of India and the emphasis of saturation has yielded great results. The people of India are witnessing what a determined, focused and result oriented government can do. And, they want more of it. That is why from every corner of India, cutting across all sections of society, the people are saying in one voice- Ab Ki Baar, 400 Paar! Our Opposition is rudderless and issueless. All they can do is abuse us and practice vote bank politics. Their dynastic approach and attempts of dividing society are not being accepted. Equally hurting them is their corruption track record. People don’t want such leadership. In our third term, there’s much work to be done. The last decade was about filling gaps created by those who ruled for seventy years. It was also about instilling a spirit of self-confidence that yes, India can become prosperous and self-reliant. We will build on this spirit. The war against poverty and corruption will go on at an even faster pace. The emphasis on social justice will be strong. We are going to work towards making India the third largest global economy. We will further cement our effort for fulfilling the dreams of the youth. I can clearly see that the coming five years will be about our collective resolve of establishing the roadmap that will guide our trajectory as a nation for the next thousand years and make India the embodiment of prosperity, all-round growth and global leadership.
