The ENACT Africa findings are ever so relevant in the times we find ourselves. Flashing back to a 2014 - 2018 EU funded project we were made to understand that women living in such crisis prone regions would willingly give out there daughters to these Boko Haram captains in exchange for material things and protection. The logic was since the region faced heavy insurgency, then rather than to be taken captive, give the insurgents what they want and live. Now, moving forward to the report such girls naturally become part of the organic mechanism and workforce of the sect. Now that the poverty index is on the rise in Nigeria with the BAT government on seat, interstate banditory has also rapidly increased. Women surely have a role in Early Warning/Early Response to serve as a mission critical support and lead within interest communities. My research underway in Kaduna state also uncovers this and the phenomenon of “informants” as a space/role/identity where women are able to transform from being victims to becoming perpetrators or at least aiders of violence/conflict and the emerging forms of criminality. We say a lot about women’s exclusion from eace and security discourse or architecture. We need to expand the conversation and I want to re-echo Ali Mazrui (2014) that “women became marginalized not because they lost control of the means of production but because they were excluded from the means of destruction” (Mazrui p. 120). By the way, I think using the framing of enlisting women makes us question the women’s agency. Women also engage in such activities for economic reasons as the men do. At the beginning of last month, 39 countries participated in the global EMPACT joint action days against human trafficking. The massive operation, codenamed “GLOBAL CHAIN,” resulted in 219 arrests, 276 new investigations, and the identification of 1,374 victims, including 153 children. It was led by Austria and co-led by Romania, Europol, Frontex, and INTERPOL, disrupting high-risk criminal networks involved in sexual exploitation, forced criminality, and forced begging. The multidisciplinary approach included police forces and border guards from several continents, focusing on identifying and dismantling the most dangerous criminal networks active in the EU, especially those involving child victims. This large-scale effort encouraged all authorities to collaboratively conduct targeted operations and raise awareness about human trafficking.
