Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region.

This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP).

Harnessing unique data from the 3rd edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment, the analysis highlights how decentralisation and territorial reforms have reconfigured the structures and finances of subnational governments in the region. It covers a range of topics including fiscal rules, financial management capacity, priority-based budgeting, asset management and the use of public-private partnerships.

Since the 1990’s, the countries of Eastern Europe, the Caucasus and Central Asia (EECCA) have made great progress in pursuing economic development that is also environmentally sustainable. The countries, in collaboration with the GREEN Action Task Force hosted by the OECD, has developed a number of policies aiming to improve environmental quality and social well-being, while creating opportunities for strong economic growth and decent jobs in the region.

This report was prepared as the OECD contribution to the ninth “Environment for Europe” (EfE) Conference (5-7 October 2022). In this context, this report aims to: (i) take stock of progress on policy developments towards a green economy in the EECCA countries; (ii) showcase selected contributions from of the Green Action Task Force that integrate environmental and climate considerations into development pathways of the EECCA countries, and mobilise finance for action; and (iii) provide an outlook for the future, including priority actions that the Task Force in co-operation with the EECCA countries should take to enhance the momentum for green economy transition in the region.

This annual publication compiles comparable tax revenue statistics for Australia, Bangladesh, Bhutan, Cambodia, People’s Republic of China, Cook Islands, Fiji, Indonesia, Japan, Kazakhstan, Korea, Kyrgyzstan, Lao People’s Democratic Republic, Malaysia, Maldives, Mongolia, Nauru, New Zealand, Pakistan, Papua New Guinea, Philippines, Samoa, Singapore, Solomon Islands, Thailand, Tokelau, Vanuatu and Viet Nam. It also provides information on non-tax revenues for selected economies. Based on the OECD Global Revenue Statistics database, the publication applies the OECD methodology to Asian and Pacific economies to enable comparison of tax levels and tax structures on a consistent basis, both among the economies of the region and with other economies worldwide. This edition includes a special feature on strengthening tax revenues in developing Asia. The publication is jointly produced by the OECD’s Centre for Tax Policy and Administration and the OECD Development Centre, in co-operation with the Asian Development Bank, the Pacific Island Tax Administrators Association and the Pacific Community.

The EU4Energy programme is a six-year initiative led and funded by the European Union. One of its key goals is to enable greater application of evidence-based energy policy and decision-making in participating countries in Eastern Europe and Central Asia. The International Energy Agency (IEA), the Energy Community and the Energy Charter support the project, with the IEA taking lead responsibility for the policy development dimensions. As part of this programme, the IEA has prepared this high-level policy roadmap to help inform and guide policy practitioners as they seek to develop and implement policies to strengthen power system security in Kyrgyzstan, with a focus on improving power system reliability and resilience during periods of water shortage.

The analysis and proposals advanced in this document provide an integrated approach incorporating a suite of practical regulatory, supply-side and demand-side measures that reflect international experience and best practices. It avoids detailed prescription, recognising that Kyrgyz policy practitioners are better placed to draw on their local knowledge and experience to address practical details as they emerge. Accordingly, the roadmap’s proposed measures and pathways are intended to inform and guide the development of effective policies and programmes to help strengthen power system reliability and resilience, especially during periods of water shortage.

This paper begins by discussing power system security concepts and principles, focusing on how power system security is managed during normal operating conditions and how this can change in hydro-dependent power systems during periods of sustained water shortage. A description of the policy context for power system security in Kyrgyzstan follows. It highlights the key challenges for strengthening power system security, and provides an overview of the policy, legal, regulatory and institutional arrangements governing power system security in Kyrgyzstan. Finally, an integrated high-level policy roadmap is presented, including proposed strategic goals and a range of practical policy measures to pursue power system security over the next decade.

This report presents findings from a survey on green finance conducted among 1 000 households in the Kyrgyz Republic (Kyrgyzstan) in 2019. Although green finance is an emerging trend, knowledge about the appetite for green financial products and services in Kyrgyzstan is almost inexistent. The OECD prepared the household survey to close this gap in evidence. The research identified needs and demand from existing and potential clients of Kyrgyz financial institutions for financial instruments, including those that promote sustainable development. This will help commercial banks, policy makers and central bankers design more targeted interventions to increase access to and use of financial products and services, including green finance, in Kyrgyzstan.

В настоящем отчете представлены цели, методология, процедуры и основные выводы по итогам реализации проекта ОЭСР «Укрепление потенциала государственных финансов стран ВЕКЦА в сфере зеленых инвестиций». Проект осуществлялся в период с 2016 по 2019 год для оказания содействия странам-партнерам (Казахстану, Кыргызстану и Молдове) в переходе на более устойчивый путь развития за счет снижения энергоемкости и углеродоемкости их экономик. Проектная команда в сотрудничестве с профильными министерствами каждой из стран разработала программы государственных инвестиций в полном соответствии с передовой международной практикой. Эти программы направлены на выполнение ключевых задач экологической и климатической политики стран-партнеров. В частности, программы поддержки экологически чистого общественного транспорта делают упор на снижение уровня загрязнения воздуха и сокращение выбросов парниковых газов, генерируемых целевым сектором, прежде всего, в крупных городах. Реализация данных программ станет наглядным примером того, как можно использовать ограниченные государственные ресурсы для поощрения инвестиций частного сектора в проекты, дающие значительную экологическую и социально-экономическую выгоду.

As in many countries, the economies of Eastern Europe, the Caucasus and Central Asia (EECCA) have been negatively affected by the global COVID-19 pandemic. Their governments responded by addressing the health impacts and providing relief to affected businesses and workers. Many EECCA countries have also implemented measures that will help advance environmental objectives as part of their rescue and recovery plans. Nevertheless, much more needs to be done to ensure that recovery plans accelerate a green transition, thereby building resilience against external shocks. This policy paper analyses measures related to COVID-19 in 11 EECCA countries based on their potential to advance the transition to a greener, climate-resilient and low-carbon economy. Recommendations suggest ways to ensure that governments align efforts to support economic recovery with their objectives on climate change, biodiversity and wider environmental protection.

Как и во многих странах, пандемия COVID-19 отрицательно сказалась на экономике стран Восточной Европы, Кавказа и Центральной Азии, ответные меры правительств которых заключались в смягчении воздействия пандемии на систему здравоохранения и оказании поддержки затронутым пандемией предприятиям и работникам. В рамках ответных мер, большинство стран ВЕКЦА также реализовали меры, которые могут способствовать достижению экологических целей. Тем не менее многое еще остается сделать, чтобы планы восстановления ускорили переход к «зеленой» экономике, тем самым повышая устойчивость к внешним шокам. В настоящем отчете проводится анализ мер, направленных на борьбу с COVID-19, предпринимаемых в 11 странах ВЕКЦА, на основании их потенциала к ускорению перехода к более «зеленой», стойкой к изменению климата и низкоуглеродной экономике. В рекомендациях предлагаются способы обеспечения содействия усилий правительств восстановлению экономики с учетом целей по борьбе с изменением климата, сохранению биологического разнообразия и расширению природоохранной деятельности.

The global COVID-19 pandemic has had a significant negative impact on the economies of Central Asia. This updated policy note reports on the latest developments in the region and looks ahead to identify the key challenges likely to be faced by the region’s policy makers in the short-to medium-term. It examines five major economic challenges facing countries as they recover from the COVID-19 crisis –debt sustainability, migration, job retention, private sector fragility, and lack of connectivity –and proposes ways forward.

В докладе рассматриваются основные результаты проекта, отвечающего на вопрос: как приток финансовых средств сможет активизировать развитие экологически чистого общественного транспорта и тем самым сократить выбросы в атмосферу загрязняющих веществ и парниковых газов (ПГ) в крупных городах Кыргызстана, предоставив тем самым анализ для разработки Программы зеленых государственных инвестиций в этой отрасли.

Инвестиции в данную отрасль открывают Кыргызстану возможность решить ключевые задачи своей экологической и климатической политики в рамках перехода страны на «зеленый» экономический путь развития.

Помимо этого, инвестиционная программа направлена на поддержку процесса модернизации городского общественного транспорта в стране и на стимулирование внутреннего рынка к переходу на современные автобусы, в частности, работающие на экологически чистых видах топлива. Планируется, что Программа будет осуществлена в два этапа: первый будет охватывать города Бишкек и Ош, а второй ‑ районы за пределами пилотных городов (т.е. городские пригороды, а также междугородний транспорт). Ожидается, что данные инвестиции принесут значительные экологические, общественные и социально‑экономические выгоды.

This report analyses planned infrastructure projects, decision-making frameworks related to infrastructure development and strategic planning documents in eight countries in Central Asia and the Caucasus: Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan and Uzbekistan. It compares current investment flows with countries' national development objectives to identify misalignments and provides policy-makers with recommendations to improve the integration of climate change and other environmental concerns into infrastucture development decision-making processes. The report presents a comprehensive overview of infrastructure investment, primarily in the transport and energy sectors, throughout the region and identifies the risks and opportunities emerging from current investment patterns.

This report presents the objectives, methodology, procedures and main findings of the OECD project "Strengthening public finance capacity for green investments in the EECCA countries". Between 2016-19, the project aimed to help set the partner countries (Kazakhstan, Kyrgyzstan and Moldova) on a sustainable path of development by reducing the energy and carbon intensity of their economies. Working with the relevant ministry in each country, the project designed public investment programmes in line with good international practices. These programmes sought to address key objectives of the countries' environmental and climate-related policies. The Clean Public Transport Programmes focus specifically on reducing air pollution and greenhouse gas emissions from the target sector, primarily in large urban areas. They aim to demonstrate how to use scarce public funds to encourage private sector investment in projects that generate significant environmental and socio-economic benefits alike.

This report discusses the main results of a project on how an influx of funds could spur development of cleaner public transport, and reduce air pollution and greenhouse gas (GHG) emissions in large urban centres in Kyrgyzstan, by providing an analysis for designing a green public investment programme in this sector. This sector represents an opportunity for Kyrgyzstan to address key objectives in its environmental and climate-related policies as part of the country’s ambitions to transition to a green economic path of development. The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by cleaner fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Bishkek and Osh and the second extends to areas outside of the initial pilot city centres (pilot city suburbs as well as inter-city transport). These investments are expected to result in significant environmental, public service and socio-economic benefits.

Обзор системы социальной защиты Кыргызстана выходит в то время, когда дисбаланс и раздробленность в системе обеспечения социальной защиты снижают эффективность и ставят под угрозу ее долгосрочную устойчивость. В настоящем обзоре предлагается системный подход к решению этих проблем в соответствии с обязательствами Правительства Кыргызстана по созданию согласованной и широкомасштабной системы социальной защиты. В нем содержится анализ как текущих проблемы, стоящих перед Кыргызстаном, так и проблем, с которыми ему предстоит столкнуться в будущем, а также возможностей их решения, посредством реализации существующих программ социальной защиты. Вместе с тем обзор рассматривает вопросы, связанные с обеспечением финансирования социальной защиты и существующей институциональной структурой данного сектора. В заключение предложена конкретная стратегия создания системы социальной защиты и определены шаги на пути оптимизации программ, являющихся ее основными компонентами.

Social protection is at the heart of Kyrgyzstan’s development and is a priority of public policy. Pension coverage among today’s elderly is universal and a large number of contributory and non-contributory programmes are in place to cover a wide range of risks. Kyrgyzstan has succeeded in maintaining the entitlements dating from the Soviet era while introducing programmes appropriate for its transition to a market economy. However, severe fiscal constraints have limited the coverage of these new arrangements and their capacity to adapt to challenges such as poverty, pervasive informality and emigration.

The recent effects of immigration on the Kyrgyz economy appear to be limited. Many immigrants have been in the country for several decades, hence are overrepresented among the older cohorts, resulting in a lower labour force participation rate than among the native-born. Still, the estimated share of value added generated by immigrants exceeds their share of the labour force but also of the population. Overall, immigration is not associated with a deteriorating labour force situation for the native-born population. In contrast, the current contribution of immigrants to public finance appears to be negative. The high concentration among retirement-age individuals is a major reason for this outcome as the estimate disregards their prior contributions to public revenues. Kyrgyzstan's economy would benefit from changes in certain migration and non-migration sectoral policies.

How Immigrants Contribute to Kyrgyzstan’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth, and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary and in some cases primary data sources.

This report presents recommendations on the reform of economic instruments for water resources management in Kyrgyzstan, specifically on tariffs for urban water supply and sanitation (WSS) and irrigation water, pollution charges, surface water abstraction charges for enterprises (consumptive and non-consumptive uses), specific land tax rates for the Issyk-Kul biosphere reserve, as well as taxes and customs duty on products contributing to water pollution. For each instrument, alternative reform options are identified and assessed, and preferred options put forward, with an action plan.
