The city’s agreements with the Tampa Bay Rays and development partner Hines approved in 5-3 vote.
With play resuming Friday at Yankee Stadium, there’s some clear markers about where Rays are headed.
Most of their intra-division battles will come later as they play only two AL East teams in April.
