Error in ISO 3166?

@Ahoerstemeier: You defined the claim instance of (P31) first-level administrative division (Q10864048) as deprecated saying that there is an error in ISO 3166. Could you kindly explain further?--RV1971 (talk) 22:46, 17 December 2018 (UTC)[reply]

@RV1971: Because Pattaya is located within the 1st order administrative subdivision Chon Buri (Q207068). There is a parallel structure of central administration and local administration in Thailand, and Pattaya is (so far) the only local administrative unit which isn't a subordinate of the province in which it is located. Bangkok is the other special case, but that is both a central and a local admininistrative unit. Ahoerstemeier (talk) 22:52, 17 December 2018 (UTC)[reply]
@Ahoerstemeier: A lot of countries have such special cases. Clearly every country is different but, as stated in iso:code:3166:TH, the list of subdivisions comes from official Thai sources. The page Pattaya (Q170919) is currently saying there is an error is these sources. To my understanding of Wikidata:Verifiability, this claim should be supported by reliable sources. @RV1971: What kind of reference you need? A look at a map will show directly that the location of Pattaya municipality is Chonburi province. The Thai Industrial Standard 1099-2548 (Q15477531) code of the municipality is 2096, a code under the the number 20 for Chonburi [1], page 109. Or the postal address of the municipality as given at the bottom of the website of the municipality - 171 หมู่ 6 ถนนพัทยาเหนือ ตำบลนาเกลือ อำเภอบางละมุง จังหวัด ชลบุรี 20150. If have no idea why ISO choose to add this code, but it is definitely not a first-level country subdivision. Ahoerstemeier (talk) 21:24, 23 December 2018 (UTC)[reply]
@Ahoerstemeier: Many countries have special areas that are a first-level administrative subdivision of its own even though they are surrounded by some other first-level administrative subdivision. More importantly, it wasn't ISO to choose that code. ISO says the source is "Thai Industrial Standards Institute (TISI), 1997-04-11; Bureau of Registration Administration (BORA), Department of Provincial Administration, 2013". You explain that according to your own research, these sources are wrong. But Wikidata:Verifiability states that "Wikidata is not a database that stores facts about the world, but a secondary knowledge base that collects and links to references to such knowledge."--RV1971 (talk) 21:35, 25 December 2018 (UTC)[reply]
@RV1971: That's why I not just deleted that statement, but set it as deprecated - ISO claims Pattaya is a first-level subdivision, but it isn't. Again, Pattaya is not surrounded by Chonburi, its territory is part of Chonburi province. All other codes for the Thai provinces are from TIS1099, and neither the 1992 version [2] nor the 2006 version [3] of this standard include that code for Pattaya. Also, the codes by the Department of Provincial Administration, available at [4] only include numerical codes. I know its hard to question ISO, but Pattaya is a special administrative city with more autonomy, but its territory belongs to a different first-level subdivision.
