Police in Oulu announced on Tuesday that they do not plan to open a preliminary investigation into an accident on a sea ice road that claimed the life of a rescue worker in February.
The incident took place on a road linking Oulu to the island of Hailuoto off Finland's west coast.
A tamping machine, used to move piles of ploughed snow to the edges of the ice road, had become stuck and partially submerged in the ice about three kilometres from the island.
A tractor was used in an attempt to pull the tamping machine away from the hole in the ice, while the rescue worker was at the machine trying to put it into reverse. But instead of moving backwards, the machine fell further forward, pulling the worker into the sea with it.
Attempts to retrieve the worker, employed by the Oulu-Koillismaa Rescue Department, were unsuccessful.
The local Regional State Administrative Agency conducted investigations into the accident, finding no probable grounds to suspect violations of occupational safety laws.
Due to the agency's findings, police decided not to open a preliminary investigation into the matter.
