6-year-old child sought by Utah Amber Alert found in Oregon; mother in custody

SALT LAKE CITY (KUTV) — A 6-year-old child abducted in Utah was located safely in Oregon, the Unified Police Department confirmed.

Police said Terran Butler was abducted by his biological mother, Emily Jolley, during a supervised visit on Saturday in Millcreek.

Jolley and Butler were spotted in Oregon, UPD Sgt. Melody Cutler confirmed on Thursday morning. Hours later, police announced Butler was found safely in Coos Bay, near the coast or Oregon. Jolley was taking into police custody.

Police were concerned Jolley had help from a friend, 56-year-old Bonnie Jackson. It wasn't immediately clear whether Jackson was apprehended along with Jolley.

Jackson is believed to be a member of the same sovereign citizens group as Jolley, Sgt. Cutler said. The FBI calls the sovereign citizens an anti-government extremist movement which it identified in 2010 as posing a domestic terror threat.

Cutler says police do not know the location of Jolley's Toyota Prius, the car she was believe to be driving when Butler was abducted, which was identified in an Amber Alert issued Sunday. Police believed she was most recently traveling in a blue Honda Civic.

Cutler said Jolley's friend Bonnie Jackson is wanted in connection with the kidnapping. Both women could now face federal kidnapping charges.

Timothy Butler, Terran's father, told 2News he was never married to Jolley and that after years of custody battles and attempts at shared custody, Utah courts awarded him full custody of Terran. He said he started facilitating supervised visits with Terran and his mom about a year ago.

Utah family law attorney Emy Cordano said in Utah, supervised visits are rare. She said only in specific cases where the child could be harmed are supervisors required, and there aren't many regulations as to who can supervise a visit.

Butler said the last supervisor they had, who he says let Jolley take off with Terran on Saturday, was someone Jolley said she found on Care.com. Butler said he was told she had experience with being a supervisor.

Police have not yet said whether the supervisor will face charges in connection with Terran's abduction. Jolley's mother, Larain, was arrested for obstruction of justice on Saturday night.
