Gerald Giam on Singapore Armed Forces and Other Matters Bill

The Singapore Armed Forces’ new Digital and Intelligence Service (DIS) cannot operate in a silo; all the armed services must continually digitalise to keep their edge on the battlefield. MP Gerald Giam made this point in Parliament on Tuesday (Aug 2). He asked how the role of the DIS will differ from other Government digital agencies and how they will work together to counter cyber threats. Mr Giam called for safeguards and oversight to ensure that the significant technological capabilities of the DIS are not turned on citizens or abused. He also said that given the billions of dollars in public money that will be spent on developing defence technologies, there should be some scope for commercialisation to benefit the nation without compromising national security or allowing the technologies to be misused by private organisations or foreign governments.
