📉 Decreases in cement & raw coal production contributed to less emission-attributable pollution in 2024 Q1
⚠️ Intensified thermal power, non-ferrous metal and petrochemical production could have counteracted part of the benefit
🇨🇳 NEW insights on PM2.5 targets in China & reintroduced ‘Winter action plan’ is now available here:
https://energyandcleanair.org/half-of-targeted-cities-missed-pm2-5-targets-in-chinas-reintroduced-winter-action-plan
💡 2024 Q1 saw drop in emission-attributable year-on-year change in pollution after Winter action plan enforced
Cities with drop in emission-attributable pollution in 2024 Q1 were close to the capital; those with rise in emissions were in Henan & provinces farther from Beijing
⚠️ Without more favourable weather this past autumn & winter, PM2.5 would have been boosted due to emissions rising by 5.7% in 2023 Q4
⚠️ In 2023 Q4-2024 Q1, cities in Henan province within Beijing region were most polluted due to PM2.5 in past autumn & winter, with 7 out of 10 top polluted cities in Henan
🥇 Anyang in Henan ranked 1st with average concentration of 72.7 ug/m3 exceeding WHO guidelines by 15
🇨🇳 NEW | Half of targeted cities missed PM2.5 targets in China’s reintroduced ‘Winter action plan’
❗Half of targeted cities missed targets in 2023 Q4, 41% in 2024 Q1; PM2.5 down 1.6% in autumn/winter 2023-2024
Apart from Luliang in Shanxi province, all cities in Beijing region
📄 The 'Winter action plan' was first introduced in 2017 by the CN government to cut PM2.5
💡 Usually every autumn, the plan rolls out city PM2.5 targets but it went missing from public view in 2022
⚠️ While enforcement was lacking, PM2.5 levels soared, especially in 2023 Q1
