💡 The Greater Copenhagen Region is facing a growth paradox. Non-EU nationals residing on the region’s Swedish side struggle to find jobs despite rapidly rising job vacancies on the Danish side. While 18,400 individuals resided in Sweden and worked in Denmark in 2022, less than 50 non-EU nationals commuted across the border from Sweden to Denmark to take up work. This has prompted calls for increased labour market integration to strengthen inclusion and meet the rising demand for skilled labour. So how can the Greater Copenhagen Region learn from other EU cross-border regions to: 🌍 Strengthen cross-border labour mobility for non-EU nationals and 🛠️ Alleviate growing labour and skills shortages in the region? This week, various stakeholders from the national, regional, and local levels in Denmark and Sweden met in Copenhagen to discuss. They met with experts from three of the most significant cross-border regions in the EU: ➡️ The Greater Region (#France, Germany and #Luxembourg), ➡️ The Meuse-Rhine Region (France and #Germany), and ➡️ The border region between #Austria and Germany. The workshop was organised by the OECD, the European Commission’s Directorate General for Structural Reform Support (DG REFORM), the Capital Region of Denmark, Region Scania in Sweden, and the cross-border organisation Greater Copenhagen. Key takeaways from the workshop: 🗺️ Cross-border integration in EU regions is at the heart of European integration. 🌟 In light of demographic changes and low unemployment levels, many EU countries are looking to talent attraction measures to address labour and skills shortages. 📏 While there is a lack of good data to measure the mobility of non-EU nationals in EU border regions, existing measures indicate that cross-border commuting for this group is very limited. 📜 The main barrier to cross-border mobility for non-EU nationals is the interaction between national migration laws in both the country of work and the country of residence. 🙌 Thanks to all of the stakeholders who joined. 💡 Since joining the EU in 2013, #Croatia's macroeconomic performance has improved significantly. For instance, an 5.4% annual GDP per capita growth between 2013 and 2022 has narrowed the gap with the EU average by 11.5 percentage points. However, important economic and well-being disparities continue to exist at the regional and local levels. 📊 These trends provide the backdrop against which Croatia has reformed its legislative and planning framework for regional development, resulting in: ✔️ A National Development Strategy 2030, which includes balanced regional development as a key long-term objective. ✔️ The creation of 21 regional development agencies. ✔️ The adoption of county and local development plans. ✔️ An 82.7% increase in investment by subnational governments between 2010 and 2021 🔍 Our latest report, funded by EEA and Norway Grants, identifies where Croatia was able to reduce its territorial disparities, and where gaps remain. It also provides practical recommendations to ensure that regional development efforts provide tangible benefits for citizens and businesses across the country.
