This week, we are in the midst of an engaging study visit and peer exchange in Finland, alongside delegations from Lithuania, Italy, Malta, Norway, and Ireland as part of the LIMinal initiative. This initiative, coordinated by the OECD Observatory of Public Sector Innovation and supported by the European Commission DG Reform and TAIEX, focuses on integrating strategic foresight and anticipation into public governance. The visit is centered around enhancing the capacity of the public sector to incorporate future insights into daily governance practice and effectively communicate the importance and impact of strategic anticipation to senior decision-makers. It’s a collaborative effort that brings together diverse perspectives and practices with the goal of improving how governments anticipate and respond to future challenges. We are sharing knowledge, discussing strategies for institutionalizing innovation and foresight, and exploring ways to make our public sectors more proactive and prepared for the future. A special thanks to our host, Finland's Ministry of Finance, Valtiovarainministeriö , and all participating delegations for their valuable contributions and commitment to innovation and foresight. Necessity is the mother of invention and crises force governments to change ➡ To improve crisis preparedness capacities, #Sweden is actively anticipating and rehearsing potential futures through an exercise known as the “Forward-Looking Cell” 🤔 What’s it all about? The Forward-Looking Cell exercise generates anticipatory knowledge for decision-making by asking “What else could happen” and “What could we currently do differently, if the situation unfolds in an unexpected way”. It interrogates the resilience of the current governance and crisis preparedness structure by analysing the system’s functioning, integrating emergent knowledge, uncovering potential communication strategies to decision-makers, and providing pathways for co-ordination among stakeholders. 🆕 blog by Angela Hanson. Submit for the opportunity to be featured in our work and in discussions at the forthcoming 2024 OECD Global Forum on Building Trust and #ReinforcingDemocracy. Impactful week in Sofia, #Bulgaria ➡ engaging 70 national public innovation practitioners and stakeholders to strengthen their civil service's strategic approach and innovation. We brought innovators, senior professionals, and executive leaders together for a series of fact-finding workshops, interviews, and meetings to explore the innovative capacity, policies, skills and practices in Bulgarian public administration. In Autumn 2024, we'll share findings from our EU-funded project via #TSI. The OECD Observatory of Public Sector Innovation team and the Administration of the Council of Ministers of the Republic of Bulgaria, with the support of the European Commission, will be working to deliver an assessment report, create a visionary roadmap and formulate an action plan. Together, we'll build the capacity needed to drive systemic change through public sector #innovation!
