Tynwald to review gas disconnection law in autumn

Members of Tynwald have committed to an Autumn review of new laws to stop gas customers being cut off.

The Gas Regulation (Prevention of Disconnections) Order 2024 received Royal Assent in January, while Isle of Man Energy announced a new vulnerability commitment the same month.

Michelle Haywood MHK had asked members to match the monopoly gas firm's pledge in the new regulations, to give more vulnerable customers "confidence" in the recently introduced legislation.

But politicians instead backed Alex Allinson MHK's bid for a review in October.

The regulations, which were fast-tracked through both branches of the Manx parliament in December, allowed the Council of Ministers to specify the conditions of disconnections for non-payment in the winter months.

The rules protect households with pensioners, children under the age of six, and those eligible for Disability Living Allowance or War Disablement Pension.

Cabinet Office Minister Kate Lord-Brennan said it had been a "targeted, speedy intervention" introduced after "clear and urgent action" was needed in light of a spate of termination notices.

But Dr Haywood called on members to extend the protections to include, year-round support for some, and for the age of children included to rise to 16.

Backing the move, Joney Faragher MHK said vulnerable gas customers in neighbouring jurisdictions were "better protected" and the extension would "ensure parity of safeguard for Manx citizens".

But Dr Allinson raised concerns about twinning the regulations with the firm's pledges as he was not sure of the basis of the definitions included its commitment and there had not been "much consultation".

He said his recommendation would provide time to look at Isle of Man Energy's promise to customers, consult with the regulator and others who may have input, to ensure the order, which was "linked to financial penalties", was "absolutely clear going forward".
