REPORT: How to Make the NSTC a Moonshot Success The National Semiconductor Technology Center (NSTC) has been slower to materialize than manufacturing grants funding under the CHIPS and Science Act of 2022, but this public-private consortium has the potential to be far more consequential in the long term than the manufacturing support. In an extensive report at the Institute for Progress (IFP), Arrian Ebrahimi 刘天文 and I highlight market failures that challenge research and investment in the semiconductor industry, and propose an organizational infrastructure that would allow the NSTC to plug these holes as a unique market actor. In a groundbreaking report, IFP fellows Jeremy Neufeld, Lindsay Milliken, and Brookings Non-Resident Fellow Greg Wright propose a new, data-driven method to identify gaps in the labor market. The authors develop a new economic index, the Help Wanted Index, designed to identify and rank occupations by how likely they are to be facing shortage conditions.
