The founding of the European Works Council was the first-time social dialogue was implemented in a transnational context. In a collaborative effort, the involved parties successfully negotiated the European Works Council Agreement, which entailed the formation of two joint working groups, comprising representatives from both management and works councils. The first group focused on social issues while the second group centred on health and safety matters.
