Our Commitment to Transparency

The WHO Foundation is committed to honesty, integrity, accountability and transparency in all our operations. We welcome feedback and regularly update information about our resource mobilization strategy, fundraising campaigns, wider strategic plans and donor contributions.

Our statutes and our by-laws set out our founding purpose and how we are governed. An affiliation agreement sets out the terms of the Foundation’s relationship with WHO.

We publish an annual report of our activities, financial statements and an auditor’s report.

RESOURCE MOBILIZATION

We are very grateful for the support of businesses, philanthropists and individuals who wish to advance health equity worldwide. Donations must comply with our gift acceptance policy which includes due diligence and a risk assessment. Funding sources should comply with the principles of WHO’s Framework for Engagement with Non-State Actors (FENSA), and must neither appear on the UN Sanctions List, nor create a conflict of interest for WHO. Consistent with FENSA exclusions, the Foundation will not accept funds from companies controlled by, or part of, the arms or tobacco industries. This applies to gifts that are donated directly to the WHO Foundation, or:

through its worldwide network of fiduciary partners
within Luxembourg and the Netherlands where the Foundation is recognized as a Public Benefit Organization (known as an ANBI in the Netherlands).

Contributors providing US$ 100,000 or more are asked to sign an agreement which details the obligations of the WHO Foundation and the contributor. For more information see this sample contribution agreement.

INVESTMENT IN PROGRAMS

In mobilizing resources from philanthropists, businesses and the general public, the WHO Foundation complements and advances WHO’s Global Programme of Work and associated Programme Budget.

After consultation with WHO and others, the Foundation has identified six priority thematic areas for investment, as detailed in our Strategy 2023-2025: Climate and Health, Digital Health, Health Emergencies, Health Equity, Primary Health Care, and Mental Health.

The WHO Foundation can direct resources to WHO and other implementing partners. Funds are aggregated before being disbursed and are governed by individual agreements that outline requirements on how the funds can be used. See this sample agreement for the COVID-19 Solidarity Response Fund.

HEALTH EMERGENCIES

The number of people affected by health emergencies is rising. COVID-19 and other disease outbreaks, overlapping humanitarian and climate crises, conflict and migration, are making each country’s journey to #HealthForAll more challenging. It is estimated that more than 300 million people will require urgent humanitarian assistance in 2023. To help WHO to respond successfully to increasingly complex crises, we direct funding to their Health Emergency appeals.

The COVID-19 pandemic demanded a global mobilization on an unprecedented scale. To support WHO’s response and to increase vaccine availability in low and middle-income countries, the Foundation disbursed more than US$ 20 million in total for:

MEASURING IMPACT

The Foundation is committed to measuring and reporting the impact of its contribution to WHO’s Programme of Work and the wider health ecosystem. A framework for measuring the impact of the Foundation’s Strategy is being developed in 2023. We will not duplicate monitoring and evaluation efforts already in place for programs in WHO and other organizations that receive funding from the Foundation.
