    Over the past two days the Public Governance Committee met to discuss policy solutions to address some of today’s most pressing governance challenges, including reinforcing trust and democracy. We were very happy to welcome Mary Beth Goodman, our new OECD Deputy Secretary-General, who will support to achieve our ambitious agenda. We discussed a broad range of ongoing work, notably the development of an OECD Recommendation on Human-Centric Public Administrative Services and countries’ public administration modernization efforts.     #Événement – À l’occasion de la publication du rapport de l’OECD-OCDE « Renforcer la #transparence et l’#intégrité des activités d’#influence étrangère en #France » réalisé à la requête de la Haute Autorité pour la transparence de la vie publique, une conférence de presse se tient aujourd’hui pour présenter les travaux et les recommandations associées. 🔎 Didier Migaud, président de la Haute Autorité, rappelle le contexte de cette sollicitation de l’OECD-OCDE, le rapport ayant pour objectif d’identifier des pistes d’actions concrètes pour : ➡️ rendre plus transparentes les activités d’#influence étrangère ; ➡️ décourager les actions d’#ingérence étrangère entreprises par le biais du #lobbying ; ➡️ s’assurer que le contrôle des mobilités professionnelles entre les secteurs public et privé prenne mieux en compte ce risque.     📢  Connecting policymaking and policy implementation in #infrastructure governance. Designing evidence-based policies depends on using the “complete” set of evidence, i.e. information produced by all those involved in the supply chain, from the minister down to the product. Policymakers always face a challenge of staying abreast of problems on the ground. Those implementing the policies can’t always be sure that their concerns are heard at the top. To facilitate a dialogue and close any potential gaps between policymaking and policy implementation, the OECD - OCDE is convening a new expert body: the 𝐍𝐞𝐭𝐰𝐨𝐫𝐤 𝐨𝐟 𝐏𝐫𝐨𝐟𝐞𝐬𝐬𝐢𝐨𝐧𝐚𝐥𝐬 𝐢𝐧 𝐈𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞 𝐃𝐞𝐥𝐢𝐯𝐞𝐫𝐲. The network is intended to attract primarily public sector agencies and state-owned enterprises involved in infrastructure delivery. Following a call to Member countries earlier this year, twelve organisation responded, including the Swedish Transport Administration, Nye Veier, Infrastructure Canada, National Infrastructure Commission UK. The inauguration of the network and the identification of the first topics to be addressed by the new network took place on the 9th of April 2024 at the OECD Conference Centre in Paris. To help address hands-on problems faced by public agencies and SOEs in infrastructure delivery and other related domains, the OECD will rely on its own expert capabilities as well as on its network of academic contacts, including a partnership with the University College of London, Bartlett School of Construction and other organisations. The OECD will also look into creating an expert network in which the private supply chain will be invited to participate, ensuring that the full set of stakeholders - policymakers, buyers, and suppliers - is on board in its work on infrastructure. Summary: ✅ The overall objective of the Network is to address current and hands-on problems major public infrastructure clients are facing in project delivery. ✅ The new Network of Professionals in Infrastructure Delivery complements the existing Senior Infrastructure and PPP Officials Network (SIP), promoting the needs of public infrastructure entities responsible for delivering major infrastructure projects through private or public financing. ✅ The OECD will work collaboratively with the participants to produce practical solutions that could be implemented by members and transform infrastructure performance. The Network’s programme will involve: 1. Facilitating dialogue and peer learning through OECD led expert meetings. 2. Developing targeted research, guidance, and tools. 3.     📢 Steering from the #CentreofGovernment in Times of Complexity: Compendium of Practices From steering decision-making in complex contexts to stewarding cross‑cutting policies and guiding good practices across the public administration, centres of government (CoGs) play an important role in achieving government ambitions.  Centres of government have recently found themselves under pressure to help navigate increasingly complex policy challenges in an environment characterised by multiple crises, polarisation and declining trust in public institutions.  A new OECD - OCDE publication, Steering from the Centre of Government in Times of Complexity: Compendium of Practices, gathers practices and experiences of CoGs in undertaking their various roles and functions. It describes the mechanisms CoGs use in roles such as: ✅ bridging the political‑administrative interface  ✅ stewarding and #coordinating cross‑cutting policies  ✅ guiding public administration practices and reform   ✅ anticipating and managing #crises  ✅ #communicating  ✅ engaging with citizens and other stakeholders  ✅ #monitoring and enhancing performance The report describes the lessons and key enablers that emerge from the experiences. The compendium is designed for leaders in centres of government and government officials who seek to better understand the role of the centre in contributing to better outcomes for citizens and society.     🏗️Decisions made today on #infrastructure provision carry consequences for our future, particularly in the face of #climatechange.    A new report highlights policy areas key to ensuring infrastructure resilience against the impact of climate change.  🔗 Infrastructure for a Climate-Resilient Future (oecd.org) 📢 While some future #climate change effects are inevitable, their consequences are not. Climate resilience must become standard practice for #infrastructure projects.  A new OECD report, “Infrastructure for a Climate-Resilient Future” identifies key areas of emerging good practice and provides insights to help governments build infrastructure for a resilient future.  The report emphasises the importance of mainstreaming climate resilience into planning to ensure that infrastructure can withstand future climate-related risks and protect the lives and livelihoods of people. Key considerations for strengthening planning include: ✅Strengthening co-ordination among the actors that deliver and operate infrastructure, identifying interdependencies among infrastructure systems and developing ways to share information about vulnerabilities to climate risks among infrastructure operators and stakeholders.   ✅ Use planning, policy and fiscal settings to signal future investment in resilient infrastructure and set out the requirements upon actors that deliver and operate infrastructure to meet resilience standards.   ✅ Use data and new techniques during the maintenance and operations phase to ensure service levels continue to be met in the face of increasing climate-related risks.  Read the report: https://lnkd.in/ejDsuZSy

    Today in Dublin 📢 launch the OECD report “Together for #Children and #Young People in #Ireland: Towards a New Governance Framework”. This new report assesses recent policy, institutional and­ legislative developments in­ Ireland and ­compares outcomes for­ children and­ young people with those in ­other EU and­ OECD countries. The analysis finds that despite progress, Ireland still has room for ­improvement on ­child poverty reduction, and­ more can be done to­ address the ­trust gap between young people in ­Ireland and ­their ­government. The report recommends Ireland ­adopt measures to ­enhance inter-departmental and ­inter-agency co-operation, strengthen evidence-informed approaches, reinforce policy monitoring tools, and­ improve accountability mechanisms. It also recommends measures to­ support the ­effective implementation of ­Young Ireland, the ­National Policy Framework for­ Children and ­Young People (2023-28), and­ to ensure policy coherence. Today’s high-level launch and panel discussion presented the key findings and recommendations from the report together with #DCEDIY, Department of Children, Equality, Disability, Integration and Youth, #child and #youth policymakers, #EUreforms, Irish civil society representatives and peer reviewer Emmi Pakkala from Finland. This report is part of a joint project between the OECD - OCDE and the European Commission’s Directorate-General for Structural Reform Support (DG REFORM), to strengthen policy and governance arrangements for tackling child poverty and improving outcomes for children and young people, based on a whole-of-government approach.     Join Secretary-General Mathias Cormann on 9-10th of April for the 2024 OECD Infrastructure Forum: Infrastructure for Resilience.   This year’s OECD Infrastructure Forum focuses on building resilient infrastructure that not only withstands the challenges of today but also anticipates and adapts to the complex demands of tomorrow. It will provide insights into strategies that transcend traditional boundaries and integrate resilience across the entire infrastructure life cycle.
