🌟 NEW #COGITO Blog In our latest blog entry, Delphine CLAVREUL and Dorothée Allain-Dupré (Landel) dive into the key findings of the 2023 OECD - OCDE Regional Outlook. The report shows that metropolitan areas are galloping ahead with GDP per-capita averaging 30% more than other regions in most OECD countries. 🔎 In focus: 🟢 In the U.S., metro areas that make up 72% of the country’s population, accounted for 95% of GDP growth between 2011-20. 🟢 Poor digital infrastructure drags down productivity in left-behind regions even more. Cities have 40% faster fixed internet on average in the OECD than areas far from their orbit. 🟢 Hospital beds per capita – a classic healthcare metric – dropped 17% in remote regions between 2001-21 but rose 13% in metropolitan areas in OECD countries. 🟢 While around a third of jobs are green in Stockholm, Luxembourg, Paris, London and Oslo, this figure is far lower in poorer and remote regions that need extra help to push up their productivity levels. 🟢 Some OECD countries are bucking this trend of widening regional inequalities. Finland, Norway, Germany, the Netherlands and New Zealand are above-average GDP per capita countries that have reduced income inequalities from region-to-region. How can better policies help get disadvantaged regions back on their feet? 👉 The OECD Regional Outlook 2023 highlights the need for better access to public services; better infrastructure to boost productivity and competition; better local skills development; better co-ordination of multi-level governance systems; and better subnational fiscal and strategic capacity. I had the pleasure of speaking about our work on global debt markets this morning in an interview on CNBC's Squawk Box. I highlighted the increases in both corporate and sovereign debt since the 2008 financial crisis, the parallel decrease in corporate credit quality and the upcoming refinancing requirements. Today at the #aisafetysummit, OECD DSG Ulrik Vestergaard Knudsen shared ideas from the OECD Expert Group on AI Futures about approaches to mitigating risks should humans "lose control” of AI systems. Five key priorities surfaced: 1. Create “liability rules for AI-caused harms”. Right now, the unknowns are making some actors hesitant to adopt AI while not providing the right incentives to ensure systems are designed and deployed safely. 2. Increase investments in R&D on AI ethics and safety, dangerous capabilities assessments, and explainability. The latter point on explainability is especially important. If humans don’t understand how these “black box” models work and the key sources and rationale for any decision, recommendation, or prediction they make, we cannot ensure that their outputs are aligned with human values and preferences. 3. Control the training and deployment of advanced, powerful AI models. This would help ensure that models are not publicly deployed before rigorous evaluation. 4. Oversight and tracking for highly capable AI systems. One example would be to require registration and oversight of large pools of compute power. For the time being, training frontier models requires access to incredible amounts of compute power and tracking these resources could provide an understanding of who is developing frontier systems and where, even for systems that are not registered. 5. Research and discuss which human preferences and values AI systems should prioritise. This may sound straightforward, but it is very complex.
